• Zoning Board of Appeals
Minutes
November 28, 2006
Ad-hoc Committee Report:
An ad-hoc committee consisting of ZBA Board members Bob Nelson,
Fred Borgeson, the Town Manager Joyce Mason, Fire Chief George
Baker, Police Chief Rodney Collins, Assistant DPW Director Catherine
Laurent, Douglas Storrs Jobs -Whitings Trust and James Vaccaro Mashpee
Commons discussed matters regarding lane widths as it pertains to the
project proposal and the issue of public safety and response.
Information relative to patterns and precedents for rear lanes was
presented to members of the ZBA Board by the project architect.
A new subdivision plan was also presented to the ZBA Board to reflect
design modifications recommended by the ad hoc committee. The
following findings were discussed.
Rear Lanes: 24'-14': The revision as agreed upon proposes a 24' right-of-
way width to allow for two-way traffic and safety. Included is a 12' paved
• travel width to be used as the primary driving surface. The remaining
surface to the left and right of the two -foot tire paths would be designated
as permeable paved lanes to be constructed with modular pavers or a
similar type of material in lieu of sidewalks. The permeable surface
would support the standing of vehicles when drivers pull onto the edge of
the lane to give way to oncoming traffic. A permeable paved lane would
also permit emergency access the front of each house. Paving materials
permeability also allows for the treatment and recharge of stormwater.
Garden Lane was revised, adding an outlet to maintain vehicle access to
Academy Lane. Arcadia Lane and Pleasant Lane were also modified to
24'-14' to allow entry for a fire pump truck/emergency access.
Cornish Lane was extended in a straight manner to conform to the aspect
of safety. It was recommended and agreed that Whitings Road not be
paved at this time.
It was agreed the Fire Chief would be requested to remit to the ZBA
Board, a formal letter in support of the fire/emergency access turns as
modified and agreed upon.
0
