Discussion: Trout Pond Dam <br />Agent had correspondence with Tom Feronti and Mashpee Commons to submit weekly <br />monitoring reports regarding the Trout Pond Dam failure. Two weeks went by and we <br />still haven't seen anything. I notified him of tonight's meeting and they chose not to <br />attend despite having adequate notice. He recommends the Commission motion to <br />require weekly monitoring reports from the client's consultants and as an immediate <br />action, use sandbags to ensure it does not get worse. <br />Mr. Sweet motioned to endorse the request for the Trout Pond Dam weekly <br />monitoring reports and immediate placement of erosion control. <br />Mr. Smith seconded the motion. <br />Vote: 5-0-0 <br />Roll Call Vote: <br />Mr. Weeden; yes <br />Mr. O'Neill; yes <br />Mr. Sweet; yes <br />Mr. Colombo; yes <br />Mr. Sm ith; yes <br />In favor, 5; Opposed, 0; Abstentions, 0 <br />Discussion: 140 Popponesset Island Enforcement Order <br />Matt Costa from Cape and Islands Engineering presented plans. <br />Agent said the order has a requirement that the homeowner consult with a landscape <br />or horticulture professional, which hasn't been complied with yet. <br />Considering there were 6 mature trees removed, I don't think this is an appropriate <br />compromise. The Commission may be open to compromise if they like. Mark Dibb from <br />Cape and Islands engineering submitted a letter recommending Arborvitaes plantings. <br />Agent does not consider Arborvitae to provide any real wildlife habitat value. <br />Matt Costa said that they will hire and submit a plan from a professional. Would the <br />board approve mitigated areas as shown on the plan? <br />Mr. Smith said this is an enforcement order, and he personally defers to the Agent. He <br />supports Agent's opinion. <br />Mr. Sweet said he didn't have much opportunity to review this, Mr. Smith said we will <br />table this discussion until the 11/18/21 meeting to give everyone more time to review. <br />Updates: <br />o Childs River restoration <br />Recent treatment of invasive species is ongoing. <br />o Red Brook Road culvert <br />Town applied for a dam removal grant opportunity. <br />o Upper Quashnet restoration (updated during Pre Hearing Agenda with Neal <br />Price) <br />o Bylaw Review subcommittee N/A <br />o Johns Pond Milfoil <br />Treatment took place and will follow up in the spring. <br />o Chop Chaque Bog N/A <br />ADDITIONAL TOPICS: <br />(This space is reserved for topics that the Chairman did not reasonably anticipate would <br />be discussed). <br />Assistant Agent said they will close conservation lands for the foreseeable future until the <br />storm damage can be cleaned up. <br />
