Town of Nlashpee <br />16 Great dVeck koad Albrlh <br />Nlashpee, Massachusetts 02649 <br />Mashpee Conservation Commission Minutes <br />Thursday, October 28t", 2021 <br />Waquoit Meeting Room, Mashpee Town Hall,16 Great Neck Road North, <br />508-539-1400, extension 8564 <br />Broadcast Live on Local Cable Channel 18 <br />Streamed live on the Town of Mashpee website: https://www.maslipeema.gov/channel-18 <br />PRESENT: Chad Smith, Brad Sweet, Tom O'Neill, Paul Colombo, Brian Weeden <br />CALL MEETING TO ORDER: Chairman Smith called the meeting to order at 6:00pm. <br />PRE/POST-HEARING AGENDA: <br />• Presentation: Horsley Witten Chop Chaque Bog Conceptual Restoration <br />Neal Price from Horsley Witten presented the results from the conceptual feasibility <br />assessment for both Chop Chaque and Quashnet bogs. The purpose of the study was to <br />see if it's possible to restore the bogs to wetlands, what the right approach would be, and <br />what the cost would be. Given the water level, vegetation habitat types, and peat <br />thickness, the Chop Chaque Bog should be able to support a habitat again. Most of the <br />preferred alternative cost comes from removing the artificial sand to get to the peat. The <br />low cost alternative involves less excavation while still achieving wetland restoration goals. <br />Agent said we have a grant opportunity with the State's In Lieu Fee Program that would <br />cover some, not all of the restoration. This is still at the conceptual level. Once we make <br />a final determination, the next steps would be getting a final plan in place and getting <br />permitting and construction in place. Mr. Colombo asked if there are any time constraints <br />in making a decision. Ms. Cadoret said In Lieu Fee still has to do their review, so it is <br />contingent on their timeline. Agent asked if we pursued the low cost alternative, does that <br />prohibit any additional work if we received funding? Neal Price said it's not impossible, but <br />far from ideal. Agent said a phased approach is another option. <br />Neal Price presented the results from the Quashnet feasibility assessment. Here we want <br />to restore a river system along with a wetland. We are still in the conceptual concept <br />phase. Agent said there's not too muchto add, the primarygoal is to improve fish passage. <br />This is funded separately from the Chop Chaque Bog. <br />HEARINGS: <br />6:00 Kathryn Keelan Klapp, Two Keelan Way LLC, 2 Keelan Way.
