Southside Realty Trust
Engineering Review
Page two
B. A copy of Land Court Plan 361926 is included in this section and shows
the location of the existing Lettie Lane. Will it be necessary to prepare a
new land court plan that eliminates the road layout so the court can grant
that new separate certificates of title?
Section 5:
A. Page 5 of the McShane Construction Co. Building Specifications
(Landscaping) indicates that driveways will be constructed with 3/8" to
'/_" bluestone and that all other disturbed areas except 1000 square feet
of lawn will be treated with wood chips. This type of treatment will not
prevent erosion on severe slopes. Much of the site is to be regraded
and stripped of existing vegetation. Maintenance and potential clogging
of storm drains may become a problem.
IL Storm Water Management and Drainage Narrative and Wastewater
Treatment System Narrative
A. The document should be stamped by the professional who prepared it.
B.
1. Page 1: The first paragraph indicates that most of the site is in a
Zone II of a wellhead protection area. A calculation was performed
to check the maximum allowable sewage disposal flow for the site.
Title 5 requires that the loading rate for on site sewage disposal
within a Zone II shall be limited to 440 gallons per acre per day
unless the system includes enhanced nitrogen removal. Ref: 310
CMR 15.214, 15.215 (Title 5).
9.3 acres would allow a total of 5115 gallons of disposal a day
using enhanced nitrogen removal but only 4094 gallons per day
with conventional disposal.
The Zoning Board of Appeals may wish to confirm with the Board
of Health that enhanced nitrogen removal is a part of the total
system for the project for the number of housing and commercial
units that are proposed.
C. Storm Water Drainage Design:
1. The drainage design narrative discusses the capture of the first 1"
of rainfall for treatment and compliance with water quality
regulations. It also indicates that calculations have been done for
the 2-year, 10-year and 100-year storm events. This is consistent
with accepted practice using the DEP Stormwater Regulations as
guidance.
2. Best management practices of open channel swales, bioretention
facilities, infiltration and drainage piping are all used within the
development to attenuate storm water runoff.
3. Page 3 of the report includes a statement about the four separate
bioretention areas that are to be implemented in the northern
section of the development. That same page shows schematic
diagrams as to how these areas would be constructed in a general
manner. It also states that the overflow for the 100-year storm is
to be handled by small weir structures, however there is no
indication of where these small structures are or what they drain
to. More specific detail is required for this very important project
feature.
4. Page 5 suggests in the fourth paragraph from the bottom of the
• page that "Appropriate stormwater practices have been selected
for sensitive areas and the design incorporates provisions for
