C. 4013. §�20-23; 760 CMR 31.03 <br /> APPLICANT: Meetinghouse Partners Development, LLC (the "Applicant") <br /> PROPERTY: 30 Meetinghouse Road (the "Property") <br /> DATE: September 10, 2003 <br /> 1. PROCEDURAL HISTORY <br /> 1. On April 9, 2003, 2003, the Board issued a Comprehensive Permit to the <br /> Applicant for the construction of 12 housing units. The project is entitled <br /> "Meetinghouse Hill." Application materials included an "eligibility letter" from <br /> Massachusetts Housing Finance Agency (MHFA), which proposes to serve as the <br /> subsidy source for the project. Other materials submitted by the Applicant <br /> include: <br /> • 2. On June 20, 2003, the Applicant submitted a request for a modification to said <br /> Comprehensive Permit, such that the total number of housing units would be <br /> reduced to eleven and that the so-called additional moderate income unit would be <br /> eliminated. <br /> 3. On July 9, 2003, the Board met and found that, due to the changed circumstances <br /> of the project, including the loss of the moderate income unit, the requested <br /> modification would be substantial. <br /> 4. A public hearing on the proposed modification was held on July 30, 2003. <br /> 5. Paul Glynn, Esq., Manager of and Counsel to the Applicant, appeared on behalf <br /> of the Applicant. The Applicant's engineer is David C. Thulin, P.E., PLS. The <br /> Applicant's other Manager, Joseph Valle also appeared at the public hearing. <br /> 6. The Board retained the services of Charles Rowley, P.E., RLS who reviewed the <br /> revised project plans. Town Counsel Jason Talerman appeared on behalf of the <br /> Board as well. <br /> 7.
