Mashpee Zoning Minutes—January 23, 2002 2 <br /> Board of Appeals <br /> space and open space translate into a benefit for the groundwater district, for the <br /> neighborhood and for the Town. <br /> Attorney Butler referred to the traffic report, which estimates that the provision of 42 <br /> parking spaces would be adequate for the project. He said that the Petitioner is looking to <br /> reduce the required number of parking spaces by 53 spaces. <br /> Attorney Butler read a letter faxed by Attorney Michael J. Princi on behalf of a <br /> competitor, Mr. Donald Priestly. The letter states that the Petitioner does not meet the <br /> criteria for grant of a Variance and that Mr. Priestly is in opposition to the project. <br /> Attorney Butler countered that a competitor does not qualify as an `aggrieved party'. <br /> Attorney Butler said that the proposal would be a `high end' storage facility with <br /> humidity and temperature control with punch card or key code access. Some of the types <br /> of items that would be stored in the facility would include business computer records, <br /> long-term storage, business file storage and personal items. Attorney Butler said that no <br /> hazardous materials would be stored in the facility. Every renter of storage space of the <br /> facility would be required to sign a Space and Occupancy Agreement, which would allow <br /> for inspection of and immediate removal of anything of a questionable nature. Plans call <br /> for installation of 725 storage units. Lot coverage would not exceed the allowed 20%. <br /> Mr. Raleigh stated that extensive landscaping of approximately $75,000 would be <br /> installed on the subject property. <br /> The Board went into a lengthy discussion of the proposal and whether or not the <br /> Petitioner could meet the parking space requirement. <br /> Mr. Nelson moved to grant a Variance of 53 parking spaces, which would allow the <br /> Petitioner to reduce the number of parking spaces from 95 to 42 parking spaces. The <br /> Variance is subject to the following: <br /> • criteria findings 1 2 4—large kettle hole sloping topography, soil <br /> i <br /> g i g � g p <br /> conditions. <br /> • submittedp lans. <br /> • <br /> that the Petitioner shall post a landscape security of$20,000 cash. <br /> • that the Petitioner shall submit to the ZBA a traffic report/activity on the <br /> subject property at 6 months, 9 months and 12 months after the building is <br /> completed. If the traffic activity exceeds the estimated trip generation, the <br /> Petitioner will be required to ask for relief from the Cape Cod Commission to <br /> q p <br /> allow for installation of additional parking spaces. <br /> • that the main waterline shall be installed along the driveway and shall not <br /> disturb the buffer zone. <br /> • that the electrical utilities shall be installed from the utility point along the <br /> left-hand side of the driveway, which area must be re-vegetated. <br /> Mr. Regan seconded. All agreed. <br />
