Owner of record: Town of Mashpee. <br /> Sitting: Frederick R. Borgeson, Zella E. Elizenberry and Marshall A. Brem. <br /> Mr. David Sanicki of Cape & Islands Engineering represented the Petition and stated that <br /> plans call for construction of a ramp and float system on Great River. No Variance relief <br /> from the By-laws is requested. The Conservation Commission and the Shellfish <br /> Constable have approved the proposal. ,III I, II I r <br /> Mr. Borgeson read a letter dated March 7, 2002 from direct abutters, Mr. and Mrs. j <br /> Joseph A. Cerniglia, expressing concern with navigational hazards, gasoline spills, <br /> human waste dumping, noise, congestion and abuse of the proposed construction. Mr. <br /> Borgeson read a fax from the same abutters dated March 27, 2002 requesting a written <br /> response in the form of a draft from the Board describing the rules and regulations for the <br /> dock, which would include the answers to questions such as the following: <br /> • What is the protocol for how much time these boats will be allowed to dock? ;II <br /> • Who decides who will dock their dinghies on the north side of the dock? <br /> • Will these dinghies have to be removed from the water after the parties have <br /> returned from their moored boats? <br /> • What kind of signage will be posted? <br /> SII <br /> Mr. Sanicki confirmed that Mr. and Mrs. Cemiglia attended the Conservation <br /> ,, Ij II , i I I ,II <br /> Commission hearings and that Harbormaster Perry Ellis answered their questions <br /> personally. <br /> Mr. Borgeson read a letter from abutter Mr. John Donnell at 33 Neshobe Road stating <br /> that he did not intend to oppose the construction. However, he expressed concern with 11 <br /> traffic congestion, parking issues and safety concerns. Mr. Sanicki assured the Board that <br /> this proposal provides a 64-foot separation between facilities. Mr. Borgeson said that <br /> these issues are not under the jurisdiction of the Zoning Board of Appeals. Mr. Brem <br /> said that the abutters should send copies of these letters to the Harbormaster and to the <br /> Police Department.
