Mashpee, MA 02649 j e; Blue Ribbon CommitteeFollow-on Dear Chairman Myers and Fellow Committee Members, I believe the work started by this group is important to 1 a.shpee's future. J also believe many items important to the Town"s well being require future ongoing attention. The proposed Sel etma 's Advisory Council should be activated before there 1s a.loss of continuity and momentum. m. National, State and Regional Government Agencies are all attuned to the Clean Water Act requirements.that,are now evident in growing activities we locally identify as the Estuaries Project. National Conservation groups are commenting on the Cape's Embayment Nutrient Problem and the group that secured the iudg ent resulting in the "Boston Harbor Cleanup" 1s jawboning about a similar suit here. Ponds are following the same "Clean Water Act"path that we are experiencing with our estuaries as evidenced by the State activity to prepare a Santuit Pond TNML}. The State has begun enforcement of solid waste content restrictions and our open space lands are suffen'ng from neglect and mistreatment. The issues associated with Clean eater Act compliance are varied and complex. Inter-municipal agreements by watershed, wastewater treatment infrastructure, massive funding requirements, land use regulation, runoff controls and ongoing monitonng are only some of'the items arising from this - yar-old law. visit to open space lands reveals the need for programs to stop their misuse as dumping grounds and All Terrain vehicle racetracks s while enhancing public access. Climate change considerations will bring higher government level recycling enforcement for municipal solid waste rules while disposal cost growth at the Town level may be reduced by unproved recycling activity.
