` r <br /> tYy �i l'i <br /> Mashpee Zoning Minutes—March 8, 2000 3 4, <br /> Board of Appeals 4 <br /> Mr. Ed Pesce of Pesce Engineering represented Mr. Smith, who also attended the <br /> meeting. Mr. Pesce requested a continuance of the Petition for a Variance to allow the <br /> applicant to receive Conservation Commission approval. The Conservation Commission <br /> IL <br /> has scheduled the applicants for a March 30, 2000 hearing. �y ' <br /> Mr.Pesce stated that the proposed location of the home would be as far upland and away A <br /> from the salt marsh and resource area as possible. Less fill would be needed to grade the <br /> rear of the lot by terracing the area with a retaining wall and plantings. <br /> The Board of Health has approved the proposal to install a composting toilet system. <br /> There would be no black water discharge. The leaching system in the septic tank would <br /> be for gray water, such as showering, dish washing and hand washing. The installation of <br /> the composting toilet would meet Title V and nitrogen loading standards. <br /> Mr. Pesce stated that the Town of Mashpee owns the lot that serves as a buffer between , <br /> the applicants' property and the open water. <br /> The Board secretary faxed to Mr. Pesce letters from abutters in opposition to the project. " <br /> Mr. Pesce indicated that he wanted to get the Board's opinion before going to the A) � <br /> Conservation Commission. "� <br /> Mr. Govoni questioned when the lot was created. Mr. Smith said that the lot was created <br /> in 1913, long before zoning. Building Commissioner William F. Hauck said the lot is n« <br /> pre-existing and non-conforming. He said that he does not issue building permits for <br /> proposals that are set back less than 30 feet from the street. Mr. Govoni stated that the <br /> setback is actually"zero". I I <br /> Mr. Borgeson questioned the location of the Smith's lot and the town-owned lot. <br /> Mr. Smith stated that open water is approximately 160 feet from his property. Lot <br /> coverage would be 15%. The size of the house has been reduced to comply with <br /> ,N <br /> Conservation Commission issues. } ' <br /> Mr. Hauck suggested that the engineer should show the proposed terracing and plantings <br /> on the revised plan at the meeting on April 26, 2000. Mr. Pesce said that he would also <br /> take a few pictures of the surrounding lots for the Board to review. <br /> Mr moved to continue the petition for a Variance to April 26, 2000. Mr. <br /> .
