Mashpee Zoning Charles W. Russo SP-00-150 2 <br /> Board of Appeals <br /> Mr. Luff, Architectural and Structural Engineer, stated that the proposed location <br /> of the building doors would face the inside of the courtyard to minimize the impact of <br /> noise and equipment on the community. Installation of large trees and extensive <br /> landscaping are proposed to screen the building from the adjacent lots. <br /> Mr. Govoni read a memo from the Planning Board recommending that the Board <br /> disapprove the project because of its potential negative impact on water quality and the <br /> neighborhood. The Water Department, steward of the Water District,has no objection to <br /> the proposal. <br /> Mr. Govoni read the memo from the Board of Health that stated: "Although for <br /> years the Board of Health and the Department of Environmental Protection have strongly <br /> encouraged the owner of Lakeside Estates Trailer Park, William Haney,to connect the <br /> park to town water,the Board of Health has no authority to require this connection <br /> because the current well water is potable although be it unaesthetic due to high iron and <br /> frequent flushing. The trailer park residents, currently,have a legitimate concern over the <br /> potability of their drinking water. With the introduction of potential p groundwater <br /> contamination associated with the siting of an auto body repair shop in their immediate j <br /> neighborhood, their concerns would be heightened with reason, which the Board of <br /> Health recognizes and shares". The Board of Health has approved the revised septic <br /> system proposal. 1 <br /> Attorney Mills acknowledged the concerns of the neighbors and said that he <br /> called a meeting at the Town Hall to provide communication between the Petitioner and <br /> the residents of Lakeside Estate Trailer Park. <br /> Mr. Larkin, 5 Kettle Lane, claimed that the proposal would have a negative <br /> I <br /> impact on the trailer park and on Southport residents. He referred to a Board of Health i; l <br /> meeting at which"an expert witness"pointed out the "tremendous carcinogenic impact" I' <br /> that the proposal would supposedly have on the area. p <br /> Several residents of Lakeside Estates Trailer Park and Southport expressed <br /> opposition to the project. <br /> Mr. Charles Russo informed the Board that he has used chemicals in the auto <br /> body repair business for over 20 years and he does not have any employees sick from <br /> cancer because of the products that have been used. <br /> Mr. Russo said that the "expert witness" spoke about the use of chlorides being <br /> used as cleaning agents.ents. Mr. Russo informed the Board that use of chlorides was banned <br /> in the 1970's and that,to his knowledge, chlorides have never been used in the auto body <br /> industry. The "expert witness"referred to the use of lacquers. Mr. Russo said that the <br /> 1992 Clean Air Act banned the use and sale of lacquers in Massachusetts. <br /> Mr. Russo said that Massachusetts and the state of California have the strictest <br /> VOC (Volatile Organic Compounds)requirements in the United States.
