Mills, Charles W.Russo, Bill Lieberman and Terry Luff attended the Jrii,�l9l �r" <br /> meeting. <br /> Mr. Bill Lieberman, R.P.E. sent a letter dated August 29, 2000 to Attorney Mills <br /> addressing Town Planner Tom Fudala's concerns regarding the Petition. Mr. Lieberman <br /> is an expert on stormwater management. <br /> Attorney Mills stated that Mr. Russo has operated an automobile repair shop on Route <br /> 130 in Sandwich in the Sandwich Groundwater Protection district for over 20 years. <br /> n:. ... <br /> Attorney Mills said that Mr. Russo has never had any problems operating from that "P <br /> location. The DEP considers Mr. Russo's operation"a very small generator of hazardous <br /> waste"; which means that he is allowed to generate 100 kilograms of hazardous waste per <br /> month. Attorney Mills said that Mr. Russo's automobile repair shop has not accumulated °..i„ <br /> 100 kilograms in 20 years of operation. Because the proposal is a very small generator of <br /> hazardous waste, it is an allowed use within the Groundwater Protection District. <br /> The Petition for a Special Permit is restricted by location as it is an allowable use only <br /> within a C-1 or C-2 zoning district. The project exceeds all the land space use and <br /> parking requirements of the Zoning By-laws. The By-law requires 40,000 square feet; <br /> F 11� <br /> the proposal provides over 80,000 square feet. Frontage required is 200 feet; the proposal <br /> would have 300 feet of frontage.
