Mashpee Zoning Minutes — March 14, 2001 <br />Board of Appeals 3 <br />Groundwater Protection District on properties located in a C-2 zoning district at 68 and <br />• 74 Algonquin Avenue (Map 72 Blocks 114 and 115) Mashpee, MA. Owner of record: <br />Stephen Berish. <br />Sitting: Edward M. Govoni, Richard T. Guerrera and Zella E. Elizenberry. <br />Attorney Robert F. Mills and Architect Fred Giampietro represented the Petition. Mrs. <br />Bill Chapman, Jr. attended the meeting along with Messrs. David Chapman, Bill <br />Chapman, Sr., Bill Chapman, Jr. and David Sanicki. <br />Attorney Mills stated that the Petition is an allowed use in a C-2 zoning district with grant <br />of a Special Permit. The proposal meets all of the land space, lot coverage, lot frontage <br />and setback requirements. Proposed parking spaces would exceed the required <br />minimum. <br />The subject property is within the Groundwater Protection District. David Rich from the <br />Water District phoned the ZBA office and indicated that his Board had no objection to <br />the proposal. <br />Attorney Mills stated that the proposed use: <br />• is in harmony with the purpose and intent of this chapter and will promote the <br />Purposes of the Groundwater Protection District. <br />• is appropriate to natural topography, soils, and other characteristics of the site <br />. to be developed. <br />• will not, during construction or thereafter, have an adverse environmental <br />impact on the aquifer or recharge area. <br />• will not adversely affect an existing or potential water supply. <br />Attorney Mills requested that the Board grant a Special Permit to allow for construction <br />of a sign that would not exceed 40 square feet. Mr: Borgeson said that the Design <br />Review Committee approved construction of a 30 -square foot sign. <br />Mr. David Sanicki of Cape & Islands Engineering clarified the landscape plan. <br />Mr. Govoni asked if the proposal includes a crematorium. Mr. Chapman said that State <br />law only allows crematoriums on sites that are at least 20 acres in size. <br />Mr. Fred Giampietro addressed the Board and spelled out details of the plan. He said that <br />plans call for a covered porch area and for parking to be screened from Route 151. The <br />reception area would lead to a landscaped garden. The second floor would include casket <br />display and a crematorium service option. <br />Mr. Borgeson said that lighting was discussed at the Design Review Committee. <br />The Petitioner plans to break ground during the summer months and construction would <br />take from 7 to 8 months to complete. <br />
