y <br />PROJECT NARRATIVE <br />Lot 71, at #42 Great River Road, is a small private residential lot containing <br />approximately 8,300 s.f in area and has approximately 65 feet of waterfront on Great River. <br />A seasonal cottage has existed on this property for many years. A band of salt exists between <br />the upland portion of the site and the river. The salt marsh has been staked and numbered in <br />field. The corresponding wetland stake numbers are shown on the accompanying plan C. <br />The proposed project includes the demolition and removal of the existing house and <br />foundation, and the construction and maintenance of a new 2 -bedroom single family house <br />within the same footprint as the existing house. the proposed house will be constructed in <br />accordance with Federal Emergency Management Agency (FEMA) standards for construction <br />within the 100 -year floodplain.. The entire parcel is located within Flood Hazard Zone <br />A14(Elev.11). Anew Title 5 sewage disposal system has been recently installed by the <br />previous owner as authorized under an Amended Order of Conditions dated September 22, <br />1998 (DEP File # 43-1656). <br />Although there will be some excavation necessary to remove the existing foundation <br />and to construct a new foundation in accordance with FEMA standards, there will be no <br />significant change to the existing topography as a result of this project. Any excavated <br />material not used as backfill will be removed and disposed in an approved off-site location. <br />The limit of work, shown on the plan as silt fence, will provide adequate room around <br />the work area during the construction process. The silt fence, which will also serve as the <br />limit of work, will be installed prior to construction and will be maintained throughout the <br />construction process. There will be little or no additional clearing necessary to perform this <br />work. No fill or debris will be placed in the wetland. No construction materials will be <br />stockpiled in the wetland. <br />Using the measures described above, the proposed demolition and re -construction of <br />the existing house will have no disturbance to the resource area and only minimal disturbance <br />to the buffer zone. There will be little or no alteration to the existing topography. Therefore, <br />this project will have no adverse effect on the interests of flood control and storm damage <br />protection, nor will there be any adverse effect to public or private water supplies, ground <br />water supplies, prevention of pollution, or to the protection of fisheries and wildlife habitat in <br />the bordering vegetated wetland. <br />
