f I' 11. The Mashpee Zoning Bylaw, specifically Section 174-55, provides as follows: "F. Illuminated signs are permitted, subject to the following conditions: 1 (1) No sign shall be intermittently illuminated, internally illuminated nor of a traveling light, animated or flashing light type. No exposed neon-type signs shall be permitted in the Town of Mashpee. (2) Sign illumination is permitted only between the hours of 7: 00 a.m. and 11:00 p.m. , except that the signs of commercial or industrial establishments may be illuminated during any hours that these establishments are open to the public or in operation. Illuminated signs on public buildings and land are exempt from this provision. G. Illumination. Except as otherwise prohibited herein, signs may be illuminated by any fixed steady light source of such nature and in such manner that the brightness of the sign face does not exceed one hundred (100) lumens per square foot. Except for non-exposed neon-type signs, where permitted, such illumination shall be so arranged that its exterior source is not directly visible from any way or occupied building, and no illumination shall be of any color that might be confusing to traffic. Holiday lights shall not be deemed as coming within the provisions of this subsection, but this subsection shall apply to window signs." 12. Article X, Section 174-49 of the Mashpee Zoning Bylaw provides as follows: It is the intent of this Article to protect, conserve and improve the visual quality of the Town of Mashpee while providing reasonable regulations and control of the erection and maintenance of signs and advertising devices without restricting the conduct of lawful enterprise. 13 . Article X, Section 174-51 D. of the Mashpee Zoning Bylaw provides as follows: New signs exceeding twenty (20) square feet require a special permit from the Board of Appeals, in accordance with Article VI. 3
