Board of Appeals Minutes - July 12, 1995 <br />Annual Reorganization of the Board <br />Mr. Govoni stated that the Board had been informed that John Friel would be sending a <br />letter resigning as a regular Member and asking for appointment as an Associate. He said <br />that since this had not been received the Board was required by statute to elect a Chairman <br />and a Clerk. <br />Mr. Govoni moved to elect Mr. Regan Clerk of the Board. Ms. Hawver seconded. All <br />agreed. <br />Mr. Regan moved to elect Mr. Govoni Chairman of the Board. Mr. Marsters seconded. <br />All agreed. <br />Meetings - The Board voted to cancel the meeting of August 9, 1995. The next meetings <br />will be July 26 and August 23. <br />Minutes - The Board voted to accept the Minutes of May 24 and June 28, 1995. <br />Procedures - Board Members reviewed Procedures for Applicants and discussed changes. <br />Plans will now be required to have a minimum scale of 1" equals 40' for engineering plans <br />but could use 1/4" equals 1' for architectural plans. Mr. Nelson stated this would comply <br />with Registry requirements. The Members noted that many of the plans submitted do not <br />• meet the Board requirements and that the hearings should be continued if plans are <br />incomplete. Secretary will research how other Towns handle Deed Recording receipts <br />and get copies of plan requirements. <br />Mr. Hauck said if zoning by-laws were revised it might be helpful to distinguish between <br />the zoning Board of Appeals, subdivision control Board of Appeals and Building Code <br />Board of Appeals. There was discussion on lot coverage in areas impacted by wetlands <br />and Bill Hauck said pre-existing homes should be allowed 20%. There was discussion <br />that the Board has no authority on the use of the inside of a structure. <br />Mr. Govoni suggested that wording be that plans submitted to Conservation must <br />conform to Conservation requirements. Mr. Govoni suggested that members review <br />procedures and draft revisions. Mr. Marsters suggested that applicants get written <br />approvals from Board of Health , Conservation and Harbormaster. Mr. Nelson discussed <br />Variances on minimum setback requirements from earliest zoning and Mr. Hauck asked <br />that Board make the determination. There was discussion that the By-laws establish a <br />minimum zoning requirement. Mr. Regan noted that some banks require variances to <br />approve mortgages.
