( Owner of record: <br /> Louis and Linda McKnight ) . <br /> Notice was duly given to abutters in accordance with <br /> Massachusetts General Laws Chapter 40A. Notice was given <br /> by publication in The Enterprise, a newspaper of general <br /> circulation in the Town of Mashpee, on January 25, 1994 and <br /> February 1 , 1994 , a copy of which is attached hereto and <br /> made a part hereof . <br /> A Public Hearing was held on the Petition on <br /> Wednesday, February 9 , 1994 at 7 : 30 P .M. at the Mashpee <br /> Town Hall at which time the following members of the Board <br /> of Appeals were present and acting throughout: Michael A. <br /> Makunas , Edward M. Govoni and Jamie Regan . . <br /> Attorney Michael Ford represented the applicant and <br /> informed the Board that the lot had been subdivided in <br /> 1968 , prior to the zoning change which rendered it <br /> nonconforming and that the change in frontage requirements <br /> from 150 • to 200 • came after the purchase and subdivision of <br /> the land. He informed the Board that the proposed use by a <br /> public utility was a permitted use in an I-1 district . <br />
