u <br /> Board of Appeals - Robert C . and Auta P . Hendler 2 . <br /> The Board of Appeals made the following findings : <br /> 1 . The subject property is a 19 , 000 SF lot situated near <br /> the tip of Popponesset island. it is located on a <br /> cul-de-sac and has minimal frontage of 27 . 75 ' . The <br /> parcel is abutting Popponesset Creek and is <br /> substantially impacted by wetland resource areas . <br /> 2 . The proposed reconstruction will permit substantial <br /> improvement to existing site conditions by conforming <br /> with Flood Plain Construction Requirements . <br /> 3 . The subsurface sewage disposal system will be <br /> replaced with a Title V which will be moved to the <br /> front of the dwelling at a distance considerably <br /> further from the wetland resource areas . <br /> 4 . The number of bedrooms in the proposed dwelling is <br /> four , which is a reduction from the five bedrooms in <br /> the existing dwelling. <br /> 5 . The proposed building will be brought more into <br /> compliance with existing zoning setback requirements . <br /> 6 . The proposed lot coverage will be 17 . 7%. <br /> 7 . The bituminous concrete drive is being replaced with <br /> a pervious crushed stone drive . The lawn area is <br /> being reduced and shrub buffers being created so as <br /> to create an overall one-third reduction in nitrate <br /> loading from the present level . <br /> 8 . the immediate neighborhood consists of one-story and <br /> two-story single family homes of similar size and <br /> many have been upgraded from the original cottages . <br /> 9 . the site is both adequate and suitable for the <br /> proposed use. <br /> The Board found that the proposed expansion would not <br /> be a detriment to the neighborhood and that the proposed <br /> reconstruction, its location on the lot, and the intended use <br /> of the structure comply with the general provisions set forth <br /> within the By-laws . <br /> Upon motion duly made and seconded the Board of Appeals <br /> voted unanimously on July 27 , 1994 to grant the Special <br /> Permit . The Permit is referenced by plans of Eagle Surveying <br /> dated July 6 , 1994 and A. E. Ferragamo dated July 27 , 1994 . <br />
