• TOWN OF MASHPEE <br />• Board of Appeals <br />Minutes <br />Wednesday, July 14, 1993 - 7:30 P.M. <br />The Mashpee Board of Appeals held a meeting at the Mashpee Town <br />Hall on Wednesday, July 14, 1993 at 7:30 P.M. Members present <br />were: John J. Friel, Chairman; Michael A. Makunas, <br />Vice -Chairman; Edward M. Govoni, Clerk; Arnold Mindick, Associate <br />Member and Jamie Regan, Associate Member. Building Inspector <br />William Hauck was in attendance. <br />Mr. Friel called the meeting to order at 7:37 P.M. <br />Annual Reorganization - Mr. Makunas moved to appoint John Friel <br />as Chairman. Mr. Govoni seconded. All agreed. Mr. Friel moved <br />to appoint Michael Makunas as Vice -Chairman, Mr. Govoni <br />seconded. All agreed. Mr. Friel moved to appoint Edward Govoni <br />as Clerk. Mr. Makunas seconded. All agreed. <br />Tapes - Mr. Friel stated that the Board uses a tape recorder <br />at meetings solely for the use of the secretary in the <br />preparation of minutes. The tape is not intended to be a total <br />record of any proceedings and that after the minutes are prepared <br />• the tape is reused. <br />Linda C. Crescenzi - Requests a Special Permit under Section <br />174-17 of the Zoning By-laws for permission to construct a home <br />on a non -conforming lot in an R-3 zoning district on property <br />located at 25 Starboard Lane (Map 118, Block 17) Mashpee, MA. <br />Mr. Friel stated that due to the fact that he is.a resident <br />of Popponesset and that there has been much discussion on this <br />hearing he is appointing Mr. Mindick to sit on this hearing <br />and Mr. Makunas to be chairman. Mr. Friel stepped down from <br />the Board and left the hearing. <br />Members sitting: M. Makunas, E. Govoni, A. Mindick <br />Attorney Michael Ford represented the applicant and questioned <br />which members were sitting. Mr. Makunas explained that there <br />were two members and two associate members present and that <br />Mr. Friel had stepped down and left the room. Mr. Ford explained <br />that this is a petition resulting from a letter from the Building <br />Inspector dated June 15, 1993 which was a stop -work order of <br />a Building Permit which had been issued May 13, 1993. Mr. Ford <br />said he understood that Mr. Hauck had originally granted the <br />building permit based on Chapter 40A, Section 6 Paragraph 4 <br />concerning vacant lots and then determined that he should have <br />used 174-17 of the Mashpee By-laws. <br />• Mrs. Crescenzi stated that they had been coming to Popponesset <br />since 1967 and had purchased a house in 1981.
