Board of Appeals Minutes - October 13, 1993 4. <br />DISCUSSION <br />Flea Market - Louis Marandola - Mr. Regan stated that he <br />considered the Flea Market grounds a disgrace and that site <br />was not maintained. He said there was trash everywhere and <br />the grounds have not been maintained and that signs, flags <br />and tarps have been left out. Mr. Hauck stated that Greg <br />Taylor of the DPW had complained about the trash and that <br />Board of Health was going to get involved. Mr. Marandola <br />said trash containers had not been emptied. <br />Mr. Makunas read from the Permit that trash was to be <br />removed daily and only poles were to be left in place. He <br />suggested the conditions should not be ignored and if they <br />wanted a change in the conditions they should apply for a <br />modification. Sam Sirkis, a member of the audience, asked <br />why poles were allowed if tarps had to be removed. Mr. <br />Govoni said the Board did not know that so many poles would <br />be used and that the'site resembled tent city. He said there <br />were very few tents when the permit was issued. Mr. Friel <br />reminded Mr. Marandola that there had been a proposal for <br />circus -type tents which the Board opposed. Mr. Regan said <br />he had seen people sleeping in cars. Mr. Marandola said he <br />•, leased the property. Mr. Friel suggested he apply for <br />modifications. Mr. Sirkis said there were three dumpsters <br />which are emptied twice a week. Mr. Makunas said this could <br />be improved. <br />Waouoit Bav National _Estuarine Research Reserve - The Board <br />received a written request to waive application fees for a <br />Special Permit for a research structure. Mr. Friel moved to <br />waive the fee. Mr. Govoni seconded. Mr. Makunas objected <br />to the waiver. <br />Dante Brossi - Builder George Costa reviewed a recent <br />Special Permit for construction of a house addition and <br />explained that the owner wanted a minor modification to <br />allow for a roof over a deck and a 5' x 6' enclosed <br />entrance. Mr. Govoni moved that the changes represented a <br />minor modification and can be granted administratively. Mr. <br />Makunas seconded. All agreed. Mr. Govoni moved to allow <br />the enclosure of the deck and the addition of a 5' x 6' <br />covered entranceway. Mr. Makunas seconded. All agreed. <br />Minutes - Mr. Friel moved to accept the minutes of September <br />22, 1993. Mr. Govoni seconded. All agreed. <br />Mr. Friel moved to adjourn at 9:00 P.M.
