Board of Appeals Edward R. Wasil - SP-92-9 3, 10 . The Applicant shall ' construct a stockade fence shielding the dumpster or other trash disposal receptacle and the farm tractor or any other equipment used in connection with the maintenance and conduct of the business, so that the Same may not be seen from any road or from any abutting property. 11 . The Applicant shall maintain the site. to remove paper, garbage and other debris from the grounds on a daily basis and shall .trim all excessive vegetation, meaning grass shall be mowed and landscaping maintained in a neat and orderly manner, and parking areas and routes of vehicle travel shall be maintained in a neat and hard packed appearance . The site shall be' graded so as to maintain a level area pitched to drain away from abutting roads and property and to minimize the pooling of water. The grade of the site shall be maintained as presently exists and all drainage originating from the site shall be self-contained on the site. 12 . The grant of the Special Permit is not transferable by the Applicant except to members of his immediate family, meaning spouse and children, and will expire August 3, 1992. The applicant may file an applicatiom for modification of the expiration date to extend the same if Watisfactory proof of improved traffic conditions is established, particularly with regard to Donna's Lane . The applicant may apply annually thereafter for renewal of this Special Permit and receive a new grant thereof following public hearing and review of the operation and its impact upon the neighborhood and the general welfare of the inhabitants of the Town and subject to the addition, deletion or modification of the limitations imposed herein. 13 . The grant of this Special Permit is expressly conditioned upon compliance with the limitations and conditions imposed herein and, in the event of any alleged violation thereof and subsequent findings by the Board of Appeals, after notice and hearing, that a substantial violation has willfully occurred, this Special Permit may be rescinded by unanimous vote of the Board of Appeals .
