Board of Appeals Little River Boatyard 5 . <br /> Little River Boat Yard provides the only public <br /> access to the local estuarine water-ways . Further, <br /> Little River Boat Yard provides facilities for the <br /> Town of Mashpee Harbor Master including a fork lift <br /> which provides assistance in rescue and emergency <br /> operations . <br /> The applicant provided correspondence from the <br /> Massachusetts Historical Commission indicating that <br /> the site was "unlikely to affect significant <br /> historic or archaeological resources" and that "no <br /> further review is required in compliance with <br /> Section 106 of the National Historic Preservation <br /> Act . . . " . <br /> The concrete trough gas/oil trap containment system <br /> for the rack storage building and the lay-out of <br /> the land with catch basins is designed to insure <br /> protection of the ground water quality in the area. <br /> 10 . The proposed use is consistent with the Zoning <br /> By-laws and will not cause excessive demand on <br /> community facilities, will not significantly <br /> decrease surface or ground water quality or air <br /> quality, will not have a significant adverse impact <br /> on wildlife habitat, estuarine systems, traffic <br /> flow, traffic safety, waterways, fisheries, public <br /> land or neighboring properties, will not cause <br /> excessive levels of noise, vibration, electrical <br /> disturbance, radioactivity or glare, will not <br /> destroy or disrupt any species listed as rare, <br /> endangered or threatened by the Massachusetts <br /> Natural Heritage Program or any known historic or <br /> archaeologic site, will not produce amounts of <br /> trash, refuse or debris in excess of the Town ' s <br /> waste disposal capacities, will properly dispose of <br /> construction debris, hazardous materials and other <br /> waste, will provide adequate off-street parking, <br /> will not cause excessive erosion or cause increased <br /> runoff into neighboring properties or into any <br /> natural river, stream, pond or water body and will <br /> not otherwise be detrimental to the Town or area . <br />
