Proposed NOI
construction and maintenance of new single family dwelling, septic system, pool,
hardscaping, landscaping and vegetated storm water retention area.
Don Bracken from Bracken Engineering, Inc. presented plans.
Agent said he met with Brian Madden. There is a small isolated wetland that has been
observed by the Agent to exhibit vernal pool characteristics. The applicant has adjusted the
setback/work limit to minimize encroachment into the 100 ft bufferzone including addition
of mitigation plantings in the area identified as storm water easement. Agent noted that
Hollow Road is a town road that links up with Conservation land. Applicant proposed a split
rail fence to prevent vehicle access onto conservation land (Noisy Hole CA). Agent noted
that staking for all structural corners is required prior to construction...Agent will make this
a condition of the project.Assistant Agent read a letter from an abutter, Peter Cook who
objects to the project. Assistant Agent read DPW and Board of Health comments.
She recommends mitigation areas have a 3 year monitoring and maintenance period.
Agent commented that some parts of the abutter's letter were inaccurate.
Mr. Dalton asked if a perc test was done.
Don Bracken said yes, probably 6 or 7 years ago.
Mr.Colombo asked since it's new construction, why not an I.A. system?
Don Bracken said it's not a nitrogen sensitive area. There's not much to gain in this
instance, given the size of the lot and distance to wetland area.
Mr.Colombo said 5ft of separation, perc rate of<2 minutes per inch. Soil only filters to a
certain point.
Don Bracken said he understands. He works in a lot of other towns, even in more stringent
towns it would not be required in this situation.
Mr.Sweet motioned for a Close and Issue with the conditions of staking the
property, no dumping in the wetland area, no storage of materials near wetlands
