which new permitted construction has been completed. Upon approval, this 10% annual limit will be in effect starting in the <br />2023 tax year (using the 2022 tax year as the basis by which to measure the 10% maximum increase). Once the Town determines <br />that at least one owner of a particular parcel of residential real estate is eligible for this 10% annual limit, this limit shall continue <br />to apply until the property is sold or otherwise transferred or until the death of the eligible owner(s), whichever occurs sooner. , <br />or take any other action relating thereto. <br />Submitted by Petition <br />Explanation: Dramatic increases in sale prices have pushed residential real estate tax assessments in Mashpee to record levels. <br />Many vulnerable senior citizens have been subject to devastating real estate tax increases of 20% to 50%. A 10% annual tax cap <br />protects those seniors and allows them to stay in their homes. <br />The Board of Selectmen does not recommend approval of Article 28 by a vote of 4-0-1 (abstention) <br />The Finance Committee does not recommend approval of Article 28 by a vote of 6-0 <br />Since Petitioner was not present, the Moderator entertained a motion to indefinitely postpone Article 28. <br />Motion to indefinitely postpone passes at 9:32 PM <br />Article 29 <br />To see if the Town will vote to amend §174-3 of the Mashpee Zoning By -Law, Terms Defined as follows: <br />Photovoltaic S. ste (also referred to as Photovoltaic Installation): An active solar energy system that converts solar energy <br />directly into electricity. <br />Rated Nameplate Capacity: The maximum rated output of electric power production of a photovoltaic system in watts of Direct <br />Current (DC). <br />Solar Collector: A device, structure or a part of a device or structure for the primary purpose of harvesting solar energy for use <br />in a solar energy system. <br />Solar Energy: Radiant energy received from the sun that can be collected in the form of heat or light by a solar collector. <br />Solar Energy System: A device or structural design feather for the collection, storage and distribution of solar energy for space <br />heating or cooling, electricity generation or water heating. <br />Solar Energy System, Active: A solar energy system that collects and transforms solar energy into another form of energy or <br />transfers heat from a solar collector to another medium, via mechanical, electrical or chemical means. <br />Solar Energy System, Grid-Intertie: A photovoltaic system or other active solar energy system designed to generate electricity <br />that is connected to an electric circuit served by an electric utility. <br />Solar Energy System, Ground -Mounted: An active solar energy system that is structurally mounted to the ground and is not <br />roof -mounted; may be of any size (small-, medium- or large-scale). <br />Solar Energy System, Large Scale: An active solar energy system that occupies more than 40,000 square feet of surface area <br />(equivalent to a rated nameplate capacity of about 250kW DC or greater). <br />Solar Energy System, Medium Scale: An active solar energy system that occupies more than 1,750 but less than 40,000 square <br />feet of surface are (equivalent to a rated nameplate capacity of about 10-150 kW DC). <br />Solar Energy System, Off -Grid: A photovoltaic system or other active solar energy system designed to generate electricity in <br />which the circuits energized by the solar energy system are not electrically connected in any way to electric circuits that are <br />served by an electric utility. <br />Solar Energy System, Passive: A solar energy system that captures solar light or heat without transforming it to another form <br />of energy or transferring the energy via a heat exchanger. <br />20 <br />
