The Finance Committee recommends approval of Article 16 by a vote of 7-0 <br /> <br />Motion Made by Selectman Weeden: <br />I move that the Town vote to approve Article 16 as printed in the Warrant, with the exception of the phrase <br />“or take any other action relating thereto.” <br />Motion passes unanimously at 7:35 PM <br /> <br /> <br />Article 17 <br /> <br />To see if the Town will vote to appropriate and transfer from the Community Preservation Fund Uncommitted Fund <br />Balance in accordance with the provisions of M.G.L., Chapter 44B, §5, the sum of $1,709,400 for the purpose of <br />funding the Multi-Purpose Track & Field Stadium Renovation Project including necessary costs and expenses related <br />thereto, as recommended by the Community Preservation Committee, or take any other action relating thereto. <br /> <br /> Submitted by the Community Preservation Committee <br /> <br />Explanation: The goal of this project is to sustain the current athletic program at the Mashpee Middle/High School <br />(MMHS) by replacing the track and multi-purpose field in the stadium original to the school’s construction in 1996. <br /> <br />Complete reconstruction is necessary. Over the past 25 years the track has been resurfaced. The surface is now <br />defective and it is deteriorating extending into the base and sub-base of the track creating un-safe conditions. <br /> <br />A total of 25 teams, more than 4,500 students use the facility during the fall and spring seasons and it is also used by <br />all MMHS students as part of the gym curriculum. The facility is used and is available for the public during non- <br />school hours. It is expected the field would be available for Mashpee youth sport leagues and/or Recreation <br />Department programs during non-school hours, and would be available for rental by other organizations, subject to <br />scheduled usages. <br /> <br />The total projected cost is $2,970,350. The total CPA request is $1,709,400. CPA funding would support general <br />contracting, site preparation/demolition, concrete, track, fencing, walkways/access, site amenities, utilities, site <br />improvements, stadium lighting (LED conversion) and contingency in the amount of 20% due to uncertain economic <br />conditions. Work proposed under the CPA conforms to the mandates of the Community Preservation Act. <br />Improvements to the field will not be CPA funded and that component of the work is included in the Capital <br />Improvement Program (CIP) plan presented as a separate article. <br /> <br />With approvals the project would go to bid in early spring with construction to commence in the Summer of 2022. It <br />is anticipated the majority of work would be completed prior to the onset of the new school year. <br /> <br />The Community Preservation Committee recommends approval of Article 17 by a vote of 8-1. <br />The Board of Selectmen recommends approval of Article 17 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 17 by a vote of 6-0 <br /> <br />Motion Made by Selectman Gottlieb; <br /> <br />I move that the Town vote to approve Article 17 as printed in the Warrant, with the exception of the phrase <br />“or take any other action relating thereto.” <br /> <br />Motion passes at 7:35 PM <br /> <br />
