This is to aid in the assessment of boat ramp projects and the impact that their water runoff has <br />on the health of the water body i.e. shellfish. The Association can provide funding for projects <br />that improve storm water management. <br />Ashley reports that one unit of the new DNR facility will be completed by summer. The <br />completion date for the second unit is still to be determined. <br />Lastly, DNR will draft and present new Shellfish Regulations and permit fee recommendations <br />to the Select Board for approval for next year. <br />Following these reports the Commission addressed the request of DNR for the appointment of a <br />Commission member to a new DNR Committee that will develop the Town's Coastal <br />Management Plan. Don MacDonald volunteered to represent Waterways on this committee. A <br />motion was made by Ken Bates and seconded by Gregg Fraser to approve Don's appointment <br />to this Committee. Commission members present were polled and individual approval was given <br />by: Gregg Fraser, Dick Noonan, Ken Bates, Don MacDonald and Steve Mone (via phone). <br />Committee Reports: <br />Mashpee/Wakeby and John's Pond and fresh waters: Don reported that the Mashpee/Wakeby <br />Committee has met. Don shared with them information from our last Commission meeting <br />relative to the request for larger channel markers. He informed them that getting larger markers <br />was less important than visibility and enforcement and the Harbormaster will focus on both next <br />season. Don also informed the Committee about the challenges of new and larger mornings <br />with respect to Town having a boat large enough to handle the new gear. <br />Don also reported that at the request of the Committee the DPW has built a berm off Lakewood <br />Ave to redirect storm water runoff away from the pond. <br />Water Quality: No report <br />Barnstable County Coastal Resources: Ashley reports that she needs to work with the Select <br />Board to get reappointed to the Subcommittee. <br />Barnstable County Dredge Committee: Ken reported that the December 20th start date for <br />dredging the Poppy Approach Channel has been cancelled. A new one has not yet been set. <br />Sewer Commission: No report <br />Public Access: Ockway Bay Boat Ramp Replacement Project: Ashley reported on behalf of <br />Catherine Laurent that work will commence on January 2nd to demolish, excavate and begin <br />the rebuild. New scour pads and a rip rap shoulder will be installed by January 22nd and the <br />entire project should be completed by 1/30/22. The ramp will be shut down for the month of <br />January. <br />Ashley and Jeff led a detailed conversation about the need for additional funding from the <br />Waterways Commission to accomplish the level of maintenance required for marks/buoys, <br />equipment repairs, signage, removal of hazards to navigation etc. Ashley reported that she <br />needed an additional $13,000 dollars from Waterways placed into the Harbormaster Omnibus <br />Account raising the total from $25,000 to $38,000.
