MASHPEE PLANNING BOARD MEETING MINUTES <br /> MAY 15, 1991 <br /> Meeting commenced at 6 :30 P.M. <br /> Members Present: Tony Ferragamo, Judy Mills, Pat Coffey, Louise <br /> Behrman, Wayne Garrett <br /> Also Present: Tom Fudala, Town Planner, Charles Rowley, <br /> Consulting Engineer <br /> DISCUSSION <br /> Discussion with Spyro Mitrokostas regarding Alternate member to <br /> the Planning Board. <br /> Mr. Mitrokostas was present to discuss with the Board his <br /> qualifications for the position of Alternate member of the Board. <br /> He does not want this position to be just a token position. <br /> He has spent a few years in State government working with <br /> municipalities specifically on economic development and planning. <br /> He has recently returned to the Cape to work with his family' s <br /> business. He grew up in Yarmouth. He would like to get back <br /> into public service in some capacity. <br /> He worked for Mass . Industrial Finance Agency which approved <br /> industrial bonds. <br /> Also worked in development, rehabilitating old industrial <br /> buildings . <br /> Judy asked him how do you see the relationship of the business <br /> community and Mashpee -- how can it retain its rural/small town <br /> nature and have business to contribute to the tax base. <br /> Mr. Mitrokostas mould like to see the town maintain the small <br /> town atmosphere but there is a lot of pressure to expand the tax <br /> base. They will have to encourage business development in the <br /> town to maintain it fiscally. There will have to be a working <br /> relationship between the public and private side. They will have <br /> to help some of the businesses grow and prosper. <br /> The Planning Board, being one of the first stops, has control <br /> over roads , traffic issues. controlled growth is the only way to <br /> do it. They should not change any standards for a particular <br /> business . <br /> Pat asked him about a hypothetical fast food restaurant coming <br /> into town. <br /> Mr. Mitrokostas stated anything with that large of an impact they <br /> will have to look at specific use. It has to be part of a bigger <br /> picture, do we want that type of development and can the town <br /> maintain its character. <br /> Now, he is not in- favor of that type of development. Must <br /> nurture the things which are already here, at least for the next <br /> few years . <br /> Tom explained that the Statute which allowed the alternate member <br /> is specifically for voting on special permits. <br /> l <br />
