Judy asked if the alternate member is similar to Cons Com, they <br /> can sit and discuss with the members , have input on the plans? <br /> Tom stated there is no mention of that in the statue, he assumes <br /> it is o.k. <br /> Mr. Mitrok.os tas stated that he has no problem with attending the <br /> meetings . <br /> Pat stated that some of the major projects for the Board now are <br /> subdivision rules and regulation, and the local comprehensive <br /> plan. <br /> Mr. Mitrokostas stated that he wrote the legislation for the <br /> Barnstable land bank tax in 19850 He as an interest in and <br /> experience with the Cape Cod Commission. <br /> Judy stated that she is very impressed with his background. In <br /> the past the focus of the Board has been residential but with <br /> these economic times the -future will be on business. The Board <br /> needs to be wiser they don' t want to learn from their mistakes <br /> again. <br /> Louise made a motion to have this issued brought to the Board of <br /> Selectmen for their recommendation. ' <br /> Judy seconded the motion. All Board members were in favor. 4--0 . <br /> Applicant: Patrick Butler <br /> Location. Windchime Point Condos <br /> Request: Report on status of negotiations with Windchime Condo <br /> Owners and Trustees of Reservations . <br /> Pat Coffey stepped down. <br /> Attorney Pat Butler was present representing Windchime Point. <br /> Members of the homeowners association were also present. <br /> The Board received a copy of a letter Mr. Butler submitted to <br /> Cons Com because they had requested a brief history on the <br /> Conservation Restrictions. <br /> Mr. Butler reviewed the correspondence he received at the last <br /> meeting from the homeowners and drafted a response and presented <br /> this letter and copies of the condominium documents to the Board. <br /> He will walk the Board through some of the concerns. <br /> The primary area of concern is the Sewage Treatment Plant and the <br /> various funds involved. <br /> It is required to be built upon completion of the Soth unit. The <br /> plant under the master deed and declaration of trust requires it <br /> be a common element and costs and expenses associated with it are <br /> common expenses charged, to all the unit owners . Until all units <br /> are completed the developer pays its per rata share. It can be <br /> transferred at any time to the condo association. The condo <br /> documents were drafted and recorded prior to the purchase of any <br /> unit owners. <br /> 2 <br />
