MASHPEE PLANNING BOARD MEETING MINUTES <br /> DECEMBER 4TH, 1991 <br /> Meeting commenced at 6:30 p.m. <br /> Members Present: Tony Ferragamo, Wayne Garrett, Judy Mills , Pat <br /> Coffey, Louise Behrman, Spyro Mitrokostas <br /> Also Present: Tom Fudala, Town Planner, Charles Rowley, <br /> Consulting Engineer <br /> DISCUSSION <br /> Mr. George Benway -- Discussion of his role with the Cape Cod <br /> Commission. <br /> Mr. Benway discussed his role with the Commission with the <br /> Planning Board. <br /> At first, he explained, he was observing but was not taping part , <br /> learning how things are done. He is now taking part with the <br /> Commission and the Subcommittee process . The subcommittees meet <br /> on a regulatory nature on specific projects. The projects for <br /> each committee are chosen by Lottery, and ones' projects will not <br /> necessarily be in their town. <br /> The MWRA issue is being discussed by the Commission, They would <br /> Like to stop it but it is very apparent it .is not something that <br /> will be stopped. Therefore, they must make sure there are the <br /> highest and strictest controls in placer secondary treatment and <br /> monitoring. <br /> Louise asked what if the monitoring turns up a problem? <br /> Mr. Benway explained there are automatic triggers in place. <br /> Mr. Benway reviewed the projects from Mashpee before the <br /> Commission: <br /> Bufflehead Bay - has been extended to 3/31/92 , there have been no <br /> hearings or discussions on this while he has been on the <br /> Commission <br /> Mashpee Commons -- has been extended to 12/31/91 and he believes <br /> there is a further extension. <br /> New Seabury Wastewater treatment plant - an appeal has been <br /> filed. There was an attempt to resolve their differences but Mr . <br /> Benway had no input on that matter. <br /> Maushop village reventment - there is an order being written at <br /> this time but he has not yet seen i t. <br /> Of most importance is the Mashpee Local Comprehensive Plan which <br /> was filed on November 26th. Mr. Benway met with Tom , Judy and <br /> Spyro about this plan. He has made his written comments to Tom. <br /> He is trying to find out where Mashpee wants to be in the future . <br /> In his mind, some radical approaches to zoning have to be <br /> considered if any results will come from this plan. <br /> They must look at what Mashpee would be if everything on the <br /> books (permitted) were to be built and then add all the vacant <br /> land, with applicable zoning.
