Town of Mashpee
16 Great Neck Road North
Mashpee, Massachusetts 02649
BOARD OF HEALTH - PUBLIC SESSION
Mashpee Town Hall -Waquoit Meeting Room
Minutes of the Meeting of July 15, 2021
Board Members Present: Member Absent: Also Present:
Brian Baumgaertel, Chair Glen Harrington, Health Agent
Ernest Virgilio,Vice-Chair
Kripani Patel,Clerk
OLD BUSINESS
1. Review of Compliance—545 Cotuit Road.
Mr. Harrington commented the building permit was approved. The Fire Department held it up for
CO detectors and it was held up for excise taxes. The owner will have to get that figured out with
the treasurer. The owner is not happy because of those issues. She is going through the permit
process and other departments are going to catch those items. A permit was requested on June
29th which has been approved. A date can be set to issue a timeframe of when the work will be
done by.At least the building permit has been requested. If she is given until next meeting it will
allow her the chance to get the issues sorted out with other departments.
Mr.Virgilio referenced the drawings before him and asked what they were of. He inquired if this
was an escape room. Mr. Harrington stated they are the cutouts in the basement into the cellar
wall. The other specs are window wells that sit down in the excavated area outside the window.
It is required for each bedroom. Right now it's a fire trap, and people are sleeping in the basement
on a full time basis.
Mr. Virgilio asked if a contractor drew these and if the building department accepted them, to
which he was told no.
Ms. Patel inquired about the height of the wall from the floor of the basement. She just wants to
know how far someone has to go to get out.
Mr. Harrington stated a maximum of42 inches.
Mr. Virgilio elaborated when you need an escape like that, mostly 9 feet below grade, after the
42 inches from the floor. What's the grade change? Is it level? What's the grade change from
inside to outside? That's required for design so people can get up and out, there is a lot that
remains to be seen here.
Mr. Harrington noted there is minimal grade change. They are going to be running down to the
street so there is no issue with that. He already approved whatever they submitted. The building
department will review but the Board of Health requirements have been met.
1
