4. Review of Emergency Condemnation—440 Nathan Ellis Highway. <br /> Mr.Harrington commented that on July 6,2021,the Fire Department notified the Board of Health <br /> of a structure that was built and appeared lived in at the rear of 440 Nathen Ellis Highway. After <br /> visiting the property,a makeshift wooden structure was found with roughly a 100 x 100 area filled <br /> with collected debris, construction materials,and vehicles. The occupant was Mr. Peter Tanano, <br /> a stone mason, who was renting a portion of the contractor's yard from the owner. Mr.Tanano <br /> was met on-site on July 7, 2021 with the Fire Chief, Deputy Fire Chief, Assistant Conservation <br /> Agent (the occupied area abuts the Childs River), the Building Commissioner and a Police officer <br /> for keeping the peace. <br /> Due to the evidence of habitation that included a wood stove for heat,a microwave for cooking, <br /> clothing hung for use,and couches that appeared to have been slept in. Someone called the Fire <br /> Department saying they were seeing smoke. There was no water source or bathroom facilities, a <br /> condition of unfit for human habitation was issued along with an emergency condemnation. The <br /> occupant also had children who were visiting the site as well. The property was posted with a <br /> condemnation poster and an order letter to remove the nuisance articles in 30 days.The occupant <br /> stated he had been there for three years.The building was very makeshift. <br /> Mr. Harrington stated he was removing stuff while they were there. He was not there full time, <br /> but he spent time there.They don't have the right to use that property. It was an accident waiting <br /> to happen. There was word he was sleeping in his vehicle. He noted the property is owned by <br /> Longfellow Design Build. <br /> There being no further comments or discussion, Ernest Virgilio moved to recommend the property <br /> be condemned as it is unfit for human habitation. Motion seconded by Kripani Patel. Roll call vote: <br /> Ernest Virgilio (yes); Kripani Patel (yes); Brian Baumgaertel (yes). VOTE: Unanimous (3-0). <br /> S. Review of February 2021 Landfill Gas Monitoring Report. <br /> Mr. Harrington commented that they did not find anything and are still planning on doing the <br /> repairs.The money has been appropriated and moved over to the next fiscal year.The bill can be <br /> paid.Well replacement is being reviewed. <br /> NEXT MEETING <br /> The next meeting of the Board of Health is scheduled for Thursday,August 12, 2021 at 6:00 PM. <br /> There being no further business, Ernest Virgilio moved to adjourn the Public Session and move to the <br /> Executive Session of the Board of Health at 6:41 PM.
