One of the five did not submit a hard copy to the Town Manager, so they
are not to be considered. He will also note that particular response was the highest quote. The
lowest submitted bid was $24,600 with the highest being $38,550. Due to the nature of this
procurement being less than $50,000 this will be determined by best price. Based on the best
price, Horsley Witten Group has been selected. They performed the feasibility analysis for 950
Falmouth Rd. Mashpee has a productive working relationship with them. Should they be
offered and accept, they are more than capable to deliver on scope of work defined in the
RFQ. Mr. Lehrer will sit with the Town Manager this week to see who is awarded. He would
like to note with EDIC, the funds need to be made available before there is a signed contract.
After the award is offered, the next step is make sure the Trust has those funds available so
the contract can be executed. The timeline of completion is 12-14 weeks, then 3-4 months for
the completion of the scope, which brings us to about June.
Chair Sherman asked if they will issue the RFP to the developer in June.
Mr. Lehrer confirmed and stated between now and June the procurement document can be
prepared but it cannot be submitted until the feasibility study is complete. Given all goes
according to plan, we may be able to review and recommend a developer in September.
1
