He would like a review of all the aspects of the provisions or disclosures from the <br /> feasibility study for the RFQ. This should allow time to incorporate what is relevant and what to <br /> include. <br /> Mr. Lehrer would like to get the bones of the document ready then it can be amended as <br /> needed throughout the process. <br /> Ms. Sherman asked if the Town Manager could add the Housing Trust on next week's agenda <br /> so EDIC can transfer the funds and present to the trust right then. <br /> Mr. Lehrer commented at that time the Trust can accept, the contract can be executed by the <br /> Town Manager, and work can immediately commence. The estimated time frame is 12-14 <br /> weeks. These firms adhere to timelines. The tricky part is getting everyone in one room at one <br /> time. The best case scenario in extending an award for a developer would near September. <br /> Ms. Sherman noted the EDIC is paying for the feasibility study. She may hold an emergency <br /> meeting to discuss the amount required as well as obtaining two signatures for the check. <br /> Mr. Lehrer stated further along in the process representatives from both Committees should <br /> nominate members for a subcommittee to review responses. <br /> Mr. Isbitz inquired if there was enough in the Red Brook Village study to procure documents as <br /> a starting point. <br /> Mr. Lehrer elaborated that the best part of 950 Falmouth Road was every developer thought <br /> the RFP we developed was outstanding. He agreed that utilizing that for framework will put us <br /> in an efficient process and amendments will be made accordingly pursuant to findings of the <br /> feasibility analysis. He also noted this parcel would not trigger any zoning thresholds. <br /> Chairman Isbitz asked if they needed any permissions from the Planning Board. <br /> Mr. Lehrer replied this will be a comprehensive permit. Chapter 40B waives any applicable <br /> zoning bylaw to make the project permissible. Any allowed uses would fall under the Planning <br /> Board and they would issue a Special Permit, similar with Mashpee Commons. It will depend <br /> on the program. <br /> 2 <br />
