Motion seconded by <br /> Mr. Willard. All in favor. <br /> Chairman Isbitz commented there is a backlog of maintenance needing to be done. The fact <br /> that the CPC approved these applications puts them in a position to get more assistance to <br /> specifically repair and maintain the building envelope to prevent water damage. There's a five <br /> year program laid out totaling $200,000 for window and siding replacement. He went on to say <br /> it becomes an uninhabitable living situation without necessary upkeep. Hopefully the state will <br /> step up more. Funding is dependent on state legislature. Larger authorities are in more <br /> favorable positions. An authority with less than 500 units have to take the resources of the <br /> RCAT. We need to talk to our state representatives to increase the funding for other <br /> authorities. There is a coalition across the commonwealth. Governor Baker was supportive of <br /> affordable housing. It is dependent on how much political capitol the new Governor is willing to <br /> use. <br /> OLD BUSINESS <br /> Affordable Housing Projects in Development[Reporting will occur as projects move ahead] <br /> 1. Red Brook Village: Awaiting a funding decision from DHCD. Red Brook Village is now the <br /> name given to 950 Falmouth Rd <br /> 2. Mashpee Commons: <br /> a. Ch. 40B Project: 32 units completed out of 52 <br /> b. Expansion Plan: The Town of Mashpee has withdrawn from efforts to negotiate a 3- <br /> party development agreement under Cape Cod Commission procedures. The project is <br /> indefinitely suspended. <br /> 3. Wampanoag Village: 24 of 42 units completed; SHI Status to be clarified <br /> NEW BUSINESS <br /> DHCD Subsidized Housing Inventory <br /> Chairman Isbitz noted he has some concerns with the inventory. Firstly, it contains the 20 units <br /> Mashpee Commons hasn't fulfilled yet. Unless they make an effort, it can be withdrawn from <br /> the list. At some point Mashpee or ZBA could close the project down at 32 units then eliminate <br /> the units from the SHI. It will decline the percentage for the town. The denominator is year <br /> round units. The numbers from the 2010 census will vary with the 2020 census. <br /> Mr. Lehrer did a population estimate for the Alcoholic Beverage Control Commission. <br /> Occupants for a household in 2010 averaged 2.7. In 2019 as number of occupants declined, <br /> 4 <br />
