6 <br /> Community Preservation Committee <br /> Minutes <br /> January 6, 2022 <br /> OLD BUSINESS <br /> Evan Lehrer; Application: Housing Production Plan Update- $25,000/$50,000: <br /> The Community Preservation Committee met with Evan Lehrer, the Town Planner to review the <br /> Housing Production Plan (HPP)Update a component of the Local Comprehensive Plan. <br /> The HPP provides the framework to meet the Town's 10% mandate of housing units eligible for <br /> inclusion on the State's Subsidized Housing Inventory. <br /> The total cost of the project is $50,000. The sum of$25,000 is requested with additional funds <br /> to be sought through the District Local Technical Assistance Fund administered by the Cape Cod <br /> Commission. <br /> It was suggested the CPC consider the use of the Administrative & Operating Expense budget to <br /> fund the Housing Production Plan Update. This is an allowable use and it would not require <br /> Town Meeting authorization. Available funds would then remain in the Affordable Housing <br /> Reserves for other purposes. <br /> Upon review it was determined the appropriate course of action would remain consistent with the <br /> CPA process identifying the funding for this application under the 10%Affordable Housing <br /> Reserve category. <br /> It was noted that unused funds from the Budgeted for Appropriation Reserves revert to the <br /> Uncommitted Fund Balance each year. In future years, if additional Affordable Housing monies <br /> are needed funding can be readily absorbed within the Budgeted for Appropriation Reserve or <br /> from the Uncommitted Fund Balance. <br /> As the HPP was highly regarded it was agreed the CPC would approve funding the full amount; <br /> $50,000 to ensure the project moves forward. If local assistance is available through the DLTA <br /> grant, unused monies would be returned to the CPA coffers. <br /> Ms. Waygan present. <br /> Motion made by Mr. Larkin to approve and recommend to the May 2022 Special Town <br /> Meeting the Housing Production Plan Update for the sum of$50,000 with funds to derive <br /> from the CPA 10% Affordable Housing Reserve for this purpose. <br /> Motion seconded by Ms. Russell. <br /> VOTE: Unanimous. 8-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb, yes Mrs. Thayer,yes Mr. Hyde, yes Mr. Larkin,yes <br /> Ms. Waygan, yes Ms. Barbee,yes Mr. Shackett, yes Ms. Russell, yes <br /> Opposed, none Ms. Smith absent for vote. <br />
