compromised. Is grass the only planting that’s feasible? Any plantings? Is there an
opportunity for woody shrubs, not just grass?
Raul Lizardi said if he were to put in woody shrubs the wind will catch and loosen the soil
again. He could replace the trees being removed with shrubs.
Agent said regarding the grading of the bank, he didn’t see how that’s going to be
accomplished as far as methodology.
Raul Lizardi said they consulted another company. They will access the side of the marsh
during high tide. Materials can be wheeled from side of house and shot down a shoot down
the bank.
Agent asked if there’s any digging in the bank.
Raul Lizardi said just sheet pile. Most of the project is building up not removal.
Agent verified that the narrative says all saplings are being cut.
Raul Lizardi said wall is 5 ft high and filling everything behind it. Putting saplings behind it,
they will die. Most are being removed because they will not survive.
Assistant Agent read Board of Health comments.
Mr. Smith said he’d like to see more biodiversity. Work with Conservation and try to include
more native species.
Agent recommends a minimum of 3yr monitoring and maintenance as a condition, and
weekly monitoring reports during the construction phase.
Mr. Colombo asked what the criteria is for a performance bond.
Agents explained the process. We’d have to get a cost estimate first.
Mr. Smith said if we were unfamiliar with the contractor, I’d agree with the performance
bond, but we have seen their work time and again.
Assistant Agent added that we have a boilerplate condition that would be included.
Agent said he recommends a performance bond.
Mr. Smith motioned to close and issue with the conditions of weekly monitoring
reports, 5yr monitor and maintenance, and a performance bond issued and worked
out with the Conservation Agent.
Mr. Dalton seconded the motion.
Vote: 5-0-0
Roll Call Vote:
Ms. Zollo; yes
Mr. Weeden; yes
Mr. Dalton; yes
Mr. Colombo; yes
Mr. Smith; yes

In favor, 5; Opposed, 0; Abstentions, 0

COC
6:24 Richard J.
