<br /> <br />Mashpee Conservation Commission Minutes <br />Thursday, May 12, 2022 <br />Waquoit Meeting Room, Mashpee Town Hall, 16 Great Neck Road North <br />508-539-1400, extension 8564 <br />Broadcast Live on Local Cable Channel 18 <br />Streamed live on the Town of Mashpee website: https://www.mashpeema.gov/channel-18 <br /> <br />PRESENT: Chad Smith, Tom O’Neill, Paul Colombo, Steve Cook, Brian Weeden, Charlie <br />Dalton, Marjorie Clapproot <br /> <br />CALL MEETING TO ORDER: Chairman Smith called the meeting to order at 6:00pm. <br />Pledge of Allegiance <br /> <br />PRE/POST-HEARING AGENDA: <br />• Updates: <br />o Red Brook Road culvert <br />Horsley Witten should have conceptual plan by mid-July at the latest. <br />o Bylaw Review subcommittee <br /> <br />May 26 will be a discussion on Reg 31/IA systems. <br />o Johns Pond Milfoil <br />Funding was approved at Town Meeting, a follow up survey scheduled by <br /> <br />beginning of June for both Johns Pond and Santuit Pond. <br /> <br /> <br />HEARINGS: <br /> <br />6:00 Nicole & Christopher Walters, 10 Alma Road. Proposed septic system upgrade. RDA <br />Mark Flaherty from Flaherty & Stefani, Inc. presented plans. <br />Agent said if any trees are compromised from excavation, he recommends a condition of <br />mitigation. Agent recommends a negative determination <br />Assistant Agent read Board of Health comments. <br />Mr. Colombo asked for the date the original tank failed. Mark Flaherty did not have the <br />information in front of him. Mr. Colombo asked if there’s a proposed reserve area, Mark <br />Flaherty said no. Mr. Colombo asked how he can alleviate his concerns about nitrogen <br />infiltration. Mr. Flaherty said it’s a Title 5 system and they are trying to protect the <br />environment as best they could. The best approach is to place the leaching system in the <br />slowest rate possible. It’s better than the leaking/failed system that has been getting in the <br />ground water for years. Mr. Colombo asked about raising the bed a foot to give another <br />buffer. Mark Flaherty said it would require a pump system, where it’s not necessary. <br />Mr. Dalton motioned for a negative determination with the condition of mitigation for <br />any excavation damage. <br />Mr. O’Neill seconded the motion. <br />Vote: 3-2-0 <br />Roll Call Vote: <br />Mr. O’Neill; yes <br />Mr. Weeden; no <br />Mr. Dalton; yes <br />Mr. Colombo; no <br />Mr. Smith; yes <br />In favor, 3; Opposed, 2; Abstentions, 0 <br /> <br />
