<br />All contracts should be fully executed by Monday, September 26, 2022. <br /> <br />2. Review and discussion of Phase 2, 2022 as presented by Raymond Jack to Select Board, <br />September 19, 2022. <br /> <br />Mr. Jack discussed the geographic areas of Phases 2A through 2F. <br /> <br />3. Subjects germane to Mashpee Clean Water Initiatives (Joe Lyons email of 9/13/22). <br /> <br />Mr. Lyons stated that even if the Town sewered around all the ponds it may not get rid of the <br />cyanobacteria and that the Commission should support the Town effort to clean up the ponds. <br /> <br />Mrs. Sprout questioned if there is a combined effort to push for approval at State level for <br />approval of the cyanobacteria killing product. <br />Mr. Lyons responded that he’s been trying for 2 years and hasn’t had any luck. <br /> <br />NEW BUSINESS <br />1. Next direction and goals of the Sewer Commission. <br /> <br />Mr. Lyons suggested that the Commission pull together all information possible to create the <br />Phase 3 framework. <br /> <br />Mr. Jack said the largest step moving forward is the Notice of Project Change which will result <br />in the reclassification of the Phasing of the project across the board. <br /> <br />Mr. Jack commented on the rate system options stating that there could be a Base Rate System <br />or a Flow Rate System. The Base Rate System will apply a base rate to every bill and the Flow <br />Rate System will be based on the actual amount of flow. <br /> <br />2. Timetable/schedule of wastewater treatment. <br /> <br />Mr. Jack stated that the Contractors are obligated to initiate their activity within 30 days of a <br />th <br />fully executed contract and the contracts should be fully executed on September 26. <br />The longest contract is the plant contract at 26 months for final completion. <br /> <br />Correspondence: <br />None at this time. <br /> <br />Other items not reasonably anticipated by the Chair: <br />None at this time. <br /> <br /> <br /> <br /> <br />2 <br /> <br /> <br />
