positions. Ashly stated that the DNR/Harbormaster will incorporate that into the rules going
forward.
CregnwPer y rse ; Consistent with the mission of the Waterways Commission it
was agreed that we would transition operational responsibility for all dredge projects to the
Harbormaster's office. Dick will work with Bob and start the process as soon as feasible. A
logical next step will be for Dick to set up a transition meeting between BSC, Waterways and
DNR/Harbormaster to do a project review, share files and formerly begin the transfer.
This discussion prompted further conversation about where all source documents are kept
(within the Select Board Office) and the need for better access by DNR/Harbormaster.
That discussion brought up the process we use to pay bills, the source of funds for the
Waterways Improvement Fund and how the accounts are drawn down upon to fund projects. It
was agreed that Stephen Mone will invite the Town Accountant to one of our future meetings to
provide a broad based tutorial on the flow of funds both in/out, all outstanding projects and the
overall process for the accounting of our Commission related business.
It was also mentioned that we need a better understanding of the agreement in place between
the Town and Save the Bay relative to cost sharing for dredge work.
DNR Director Ashely reported that they have received a new boat that is capable of serving as
a multi mission vessel. They are now looking to dispose of the RIB either through a trade on
another boat or outright sale. Stephen Mone suggested DNR look at some auction sites that he
had success with on behalf of the Town of Scituate. Bob Tomiano discussed the need to
evaluate our current boat inventory and adjust as needed.
Committee Resorts:
Water Quality: Don MacDonald reported that we have completed 2 samplings. The 3rd
sampling date is Monday 8/15. Thus far into the season all is going well with volunteers and
boats. There has only been minor equipment issues.
The annual presentation from Dr. Brian Howes has not taken place as of yet. Don will try to get
it scheduled for the early fall.
With the resignation of Don MacDonald from the Commission after the September meeting
Ashley stated that the coordination and management of the Water Quality program will move
under DNR. Don will provide DNR with his volunteer contact list.
There was a brief discussion on the need for better markings and notification for the water
quality sensors that have been deployed in Mashpee/Wakeby Lake.
Public Access: Ashley noted that there are plans for a ramp replacement including scour
pads at the Mashpee/Wakeby ramp. She also noted that the State wants to install 2 floating
docks to support safe boat launching. It was noted that this will take away some beach area
that sees heavy traffic from boats and jet skis; but a reduction of this traffic will result in a safer
overall boat launching environment.
Waterways Improvement Plans: Covered above with Ashley's comments on the Harbor
Managment Plan.
