10 <br />Mashpee Select Board <br />Minutes <br />November 7, 2022 <br />APPOINTMENTS & HEARINGS <br />DPW Director Catherine Discussion„and Aparovalwwof the Following <br />Extension of the Intermunicipal Agreement with the TownsofFalmouth, Sandwich and Bournefor_the <br />UppSTjCapq Regional Transfer StationtmmlCRTSand Extension of Contract with Cavossa Disposal <br />Corporation for the UCRTS: <br />Catherine Laurent, Director of Public Works recommended the Select Board approve the extension of the <br />Intermunicipal Agreement (IMA) with the Towns of Bourne, Falmouth and Sandwich. The current IMA is <br />due to expire on December 31, 2022 with the option to extend the term until June 30, 2026. <br />The Town of Bourne owns and operates their landfill and has currently not recommended the extension of <br />the fN4A. Town Counsel has advised the Select Board maintain its ability to move forward to extend the <br />contract. If Bourne is not interested the three member consortium is able to continue. <br />Ms. Laurent indicated the three Upper Cape towns are interested in continuing their relationships. If an <br />extension is granted Ms. Laurent would vote to extend the agreement for an additional three years or through <br />December 31, 2025. Revenue is received from the Cavossa Disposal Corp for use of the facility as a transfer <br />station for trash and construction/demolition. Costs are shared equally amongst the members. Currently, <br />there is no debt associated to this facility. <br />It was noted the four Upper Cape towns have owned and operated the Upper Cape Regional Transfer Station <br />(UCRTS) located at Joint Base Cape Cod since 1987 through an Intermunicipal Agreement. Continued use <br />of the UCRTS would maintain the rail lines viability for possible use when disposal contracts expire. <br />Motion made by Selectman Sherman to extend the Intermunicipal Agreement for the Upper Cape <br />Regional Transfer Station, and extend the contract with Cavossa Disposal Corporation for the UCRTS <br />for an additional three years through December 31, 2025. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />
