11 <br />Mashpee Select Board <br />Minutes <br />November 7, 2022 <br />APPOINTMENTS & HEARINGS <br />License Agreement for Robert B. Our. Inc. for an Office Trailer at the Transfer Station: <br />It was disclosed Robert B. Our Co., Inc. has requested the Town approve the location of a field office at the <br />Mashpee Transfer Station, a site centrally located to the Wastewater Management project. The Robert B, <br />Our firm has secured contracts in Phase 1 of the project scope. Work scheduled over the next two years <br />requires oversight. <br />The field office would be limited to a trailer and portable toilet in a designated area to not interfere with the <br />operation of the Transfer Station with parking for two vehicles. The Robert B. Our group is expected to <br />reimburse the Town of Mashpee for electrical costs. An area adjacent to an existing office trailer has been <br />selected to accommodate this request. <br />Discussion followed with respect to setting precedent. Agreeing that locating an office trailer for the <br />construction supervisor is worthy it may be better suited in closer proximity to the wastewater facility when <br />the site is prepared. Although it is typical to have a trailer at a job site a shorter term may be more desirable. <br />Fees for the office trailer were also considered. <br />Motion made by Selectman Cotton to recommend the use of the Transfer Station for the Robert B. <br />Our Co., Inc. authorizing the Town Manager to review the scope of the intent to include term and <br />rent; final terms as agreed upon for the License for Use of the Transfer Station. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />Presentation on Proposed Residential Tax,Exemption Setting of the FY 2023 T........ RateFuture Budgeting <br />Finance Director Dawn „Tha er Treasurer/Tax Collector Crai _Mp en,_Assessor oewGibbons: <br />Dawn Thayer, Finance Director was in attendance with Craig Mayen, Treasurer/Tax Collector and Joe <br />Gibbons Assessor to review matters association to the implementation of the proposed Residential Tax <br />Exemption. <br />Each year, the Select Board has the option of enacting a residential exemption of up to 35% of the average <br />total residential property value for those property owners who maintain their primary residence in Mashpee. <br />As the Town moves forward with the process of setting the 2023 tax rate, and scheduling the annual Tax <br />Classification Hearing matters associated to the change were considered for future budgeting purposes. <br />The Town of Mashpee has received preliminary certification for FY2023 values, an increase of <br />approximately 20%. The average value of a single family home is $770,395. New growth was approved at <br />$805,000. Further details will be revealed at the hearing. It is helpful to realize the 2023 tax rate is based on <br />the budget that was created last year. Budgetary decisions made during the next few months are not fully <br />recognized until the following fiscal year. <br />
