Assessor Joe „Gibbons: , (continued) <br />Currently 2,109 applications (36%) for a Residential Exemption have been vetted and approved by the <br />Assessors Office. This is relatively lower than the anticipated 5,700 projection. The deadline for the <br />submittal of applications for a Residential Exemption is April 1, 2023. <br />There is concern with respect to the overlay and the costs associated to re -vet the additional exemption <br />applications that may be received. It was noted the overlay budget has been increased, but not enough to <br />cover applications over 2,109. If additional overlay funds are not sufficient, funds would need to be raised <br />the following year. Raising the overlay decreases the excess levy capacity. The DOR is required to approve <br />the overlay, a process which allows a town to set their tax rate. <br />If the residential exemption does not move forward, and the Town has increased its overlay reserve, the <br />Town would raise more taxes than necessary in FY2023. It was noted that residents are required to reapply <br />every 5 years for the residential exemption which is labor intensive with inherent costs. <br />Discussion followed with regards to comparable towns that have supported a residential exemption. It was <br />recommended the Town of Provincetown be consulted regarding this matter. <br />The Select Board requested the assessing information be provided in advance of the public hearing. <br />Discussion and Approval of the Followip esigoations andwAppointments.- <br />A1�ointments <br />AffordablemHousing Committee;µ Candidates: <br />Garyp_Shuman Arden Russell LTqrm,Fxl. Tres June 30 2023 <br />The Mashpee Select Board interviewed candidates for appointment to the Affordable Housing Committee. <br />At their August meeting, the Affordable Housing Committee interviewed and ranked the candidates. By a <br />vote of 3-0, Gary Shuman was strongly recommended for appointment. <br />The Select Board interviewed Arden Russell, a highly qualified candidate for the position. Ms. Russell has <br />worked as a Housing Coordinator for a large municipality, and has guided two housing needs assessments <br />including housing production plans. <br />Affordable Housing is an area Ms. Russell has the most expertise. Her knowledge of information at the state <br />and county levels, an area of great interest can readily support the Town of Mashpee in making a difference <br />in attempting to improve and address the housing crisis. <br />Ms. Russell also serves on the Community Preservation Committee. This appointment does not constitute a <br />perceived conflict of interest. <br />
