Call Meeting to Order <br /> <br />Carol Sherman opened the meeting at 6:16 p.m. <br /> <br />2. Approval of minutes <br /> EDIC minutes of 6/28/2022; Denise Dutson moved the committee approve the minutes, <br />Pamela McCarthy seconded, the committee approved. <br /> <br />3. Old Business <br />Workforce Housing: Evan Lehrer gave the status of the parcel on Commercial Street that <br />was to be used for workforce housing. The discrepancies on the title are significant <br />enough that the town cannot move forward until they are remedied. The parcel, which <br />was taken by the town twice for nonpayment of taxes, has different acreages recorded <br />for it—3.75 acres or 9.75 acres. The parcel that the town wants to use for workforce <br />housing is 6 acres. For now, the project is on hold until these issues can be resolved. <br /> <br />4. New Business <br />Commercial area redevelopment: Evan brought a list of underutilized commercial areas <br />in town that could be candidates for redevelopment. They were zoned for commercial use <br />and were included in Phase One of the wastewater plan. that would be part of phase two <br />of the town’s wastewater plan. Evan said some of the parcels would be good for mixed <br />use (near a neighborhood, has the infrastructure for housing such as shared parking, <br />walkways, etc.). Others have redevelopment potential but not mixed-use potential. John <br />Cotton mentioned Opportunity Zones, a federal program which provided tax breaks for <br />the investors redeveloped the property in these areas. Mashpee does not have any areas <br />designated as Opportunity Zones (they tend to be in economically challenged areas). <br /> <br />Mary Waygan said there were programs in the state that would enable the town to make <br />redevelopment more attractive for property owners/developers and cited the presentation <br />Mass Housing gave to the Affordable Housing Committee and the EDIC. <br /> <br /> <br />
