<br /> <br />MINUTES <br />MASHPEE BOARD OF SEWER COMMISSIONERS <br />THURSDAY NOVEMBER 10, 2022, 2:00 p.m. <br />MASHPEE TOWN HALL <br />WAQUOIT MEETING ROOM <br />16 GREAT NECK ROAD NORTH <br />MASHPEE, MA 02649 <br />*In-person, televised meeting* <br /> <br />Present: Chairman, Chad Smith, Vice-Chair, Meredith Harris, Clerk, Catherine Castaneda, <br /> Joe Lyons, Phyllis Sprout, Al Towle <br /> <br />Other attendees: Interim Town Engineer, Ray Jack <br /> Selectman, John Cotton <br /> Selectwoman, Michaela Wyman-Columbo <br /> Jim Gray, Summerwood <br /> Judy Gray, Summerwood <br /> Deb Vaughn, Summerwood <br /> <br />Absent: N/A <br /> <br />2:00PM – Convene Meeting Chairman, Chad Smith called the meeting to order at 2:00PM in open session at <br />Mashpee Town Hall, Waquoit Meeting Room. <br /> <br />PLEDGE OF ALLEGIANCE <br /> <br />MOMENT OF SILENCE <br /> <br />PUBLIC PARTICIPATION <br /> Jim Gray of Summerwood posed a question regarding new construction. The question was answered that any <br />new construction at this time will be required to have Title IV installed. <br /> <br />Judy Gray of Summerwood asked if the last meeting was recorded and if the minutes are available. It was <br />explained that the last two meetings were not televised or recorded due to them being held at the Library. <br />She posed a question regarding betterments and expressed confusion. She was told that there will be <br />betterments only for specific properties. <br />Mr. Jack went on to explain that State Law does not normally allow a Town to expend public funds on private <br />property. With respect to both Summerwood and Sea Oaks, they fall under that category. The only way for <br />the Town to be able to install mains would be to recover the funds. That is where the betterment came in as a <br />discussion. If the Town wasn’t given the easement then the Condominium Community would be required to <br />do it at their own expense at (in Mr. Jack’s opinion) a much higher cost than having the Town do it. The <br />easement gives the Town the right to enter the property, dig and install the sewer mains and does not own, or <br />have any other rights to, the land. The Town will provide all service to the main lines. <br /> <br />Deb Vaughn of Summerwood asked a question regarding the timeline of the betterments and when the <br />betterment will be effective. <br />1 <br /> <br /> <br />
