Mark Dibb from Cape & Islands Engineering described the project, including <br /> revised mitigation calculations based on Agent concerns. New mitigation is over 2100 sq ft. <br /> Mr. Dibb reviewed the project details..project was continued from July 14th for revised <br /> mitigation calculations. Mr. Colombo asked about pool drainage & Mr. Dibb clarified. <br /> Agent provided feedback on the proposal and recommended a close and issue with <br /> conditions of 3 year mitigation monitoring/maintenance contract and separation of beach <br /> nourishment and salt marsh. Mr. Dalton motioned to Close & Issue with stated <br /> conditions. Mr. Cook seconded the motion. Proposed construction of new single family home NOI <br /> and Title V septic system. Mike Borselli of Falmouth Engineering described the project. <br /> Mr. Cook recused himself from this hearing(and the 6:15 hearing) due to a conflict <br /> of interest and left the conference room. Mr. Borselli described the resource area as <br /> Land Subject to Coastal Storm Flowage (Ch. 172 Reg. 25) landlocked. Twenty percent of <br /> the lot will remain in a naturally vegetated state as shown on the plan of record <br /> (Engineering Works). Mr. Colombo inquired about the title V septic system and protection <br /> of groundwater in the flood zone and asked why an I/A system isn't proposed. Mr. Borselli <br /> argued that a requirement for an I/A system would create a burden on the applicant and <br /> would not result in improvements to water quality given the level of existing development <br /> with title V systems. Additional dialogue between Mr. Colombo and Mr. Borselli ensued on <br /> the septic issue. Mr. Borselli asked if this issue would result in a denial of the proposal <br /> overall or if an I/A system would be a condition of approval. Mrs Zollo added commented <br /> that an I/A system is warranted based on the amount of vegetation proposed to be <br /> removed on the lot. Mr. Smith asked about any legal ramifications to require an I/A system <br /> as it pertains to existing regulatory language. The Agent explained that decisions should <br /> be based on performance standards and values for the applicable resource areas. Water <br /> quality is of paramount importance and is associated with Land Subject to Coastal Storm <br /> Flowage. Agent said that the commission would be justified if they were to require an I/A <br /> system. Mr. Weeden made some additional comments. Mr. Friedman (property owner) <br />
