3 <br />Community Preservation Committee Subcommittee on Mashpee Community Plan <br />Minutes <br />December 1, 2022 <br />Continued Review -of TownofMashie Communi Preservation Plan <br />.._...... ._ <br />Pro,losed PlanM.Scoe Format, Sections µand A royal Process: (continued) <br />Additionally, the CPA acquired the 15.24 acre property as an addition to the Santuit Pond <br />Preserve. Recreational projects include Phase I and Phase lI of the Heritage Park ballfield <br />expansion project and the renovation of the Basketball Court at Heritage Park. Lighting was <br />added for additional field use. CPA funding also renovated two tennis courts at the Quashnet <br />School. <br />Projects in Year 2 of the Action Plan include the construction of parking and access to the <br />Santuit Pond Preserve on Route 130. Facilities at the Mashpee Town beaches were improved by <br />adding restroom facilities, concessions, showers and a storage area. A parking area was <br />developed at the Pickerel Cove Recreation Area along with trails and property signage. CPA <br />funding also provided for additional paved parking spaces and boat launching areas at Mashpee <br />Town landings. The Community Preservation Committee also acquired 23.6 acres of properly as <br />an addition to the Quashnet Woodlands within the Mashpee National Wildlife Refuge. <br />For comparison, it was agreed the CPC would review the total acreage of Mashpee, to include <br />what has been secured as open space and what has been developed to what could be considered <br />for open space and as buildable lots. <br />The CPC subcommittee conducted review of the Historical Plan as provided by the Historical <br />Commission. This includes an additional War Memorial at the Community Park for <br />Iraq/Afghanistan Veterans, to include a Historic Walking Path with signage from the Community <br />Park to the Attaquin Lot within the Community Garden area. <br />Other plan activities related to historic would restore the remaining three cemeteries. A one-year <br />archivist to work at the Archives is prioritized by the Historical Commission although it is not an <br />eligible CPA expenditure, and a whaling display at the Attaquin lot. A museum is also <br />envisioned at the bog house on Santuit Pond to acknowledge the cranberry industry, broom <br />making, etc. This information would also be summarized in the CPC Plan. <br />Reviewing the 4 categories of allowable CPA funding, open space, recreation, historic and <br />housing, the CPC subcommittee conducted a review of the housing needs. Information <br />regarding housing was included in the draft CPC Plan. <br />Goals promote the development of affordable housing for both rental and purchase that meets the <br />needs of present and future residents of Mashpee. Goals also encourage of mix of housing <br />densities, ownership patterns, prices and building types for diversity to remain consistent with <br />the small town character of Mashpee. <br />Regulatory and financial incentives would maximize affordability. Additional goals include the <br />collaboration with local and regional agencies to provide additional resources, financing and <br />technical assistance. <br />
