PLANNING BOARD
Town of Mashpee
pLANNING BOARD iviiNUTES: 5&*4-w88 Cont d, Page 2
,aglr.ed 'wasn't it the Planning Board who put it together,
Jean Thomas responded that the Building -Insp.ecto.r did it but the Planning Board
has the public hearing so it's Dick Terry's signature. Dick Terry stated that
it' s been. -published in the newspaper 2 times.
Earle Marsters said he has to apologize as when he was told of. the sign code he thought
it was the one in the village concept. He felt it was dangerous to pass something
if the Board hasn't had a chance to look it over.
Will Hanson .said he's l 00% in favor of -strong :regulations of signs, but he -didn't
know how the Planning Board could present this when they don't know about it., Dick.
Terry said he read it and had no problems with it until advised there may be some
legal problems, with it. He asked if there were any other thoughts,
Earle Marsters made a motion -to recommend the article be indefini-tely postponed
and p romi s ed to take it up at .the next, town meeting,, Sp ewi al or other.
ick Terry 'asked all who were in favor of indefinitely postponing it.. All prey-ent
-vrere i n f avor of indef init ely postponing it. Mr. Jonas hadn't arrived yet. None
were opposed.
Richard Terry proceeded with 'the public hearing on the village concept By-Laws, He
said there were -several. minor amendments and asked Brian Barber to present them.
Brian Barber said three attorneys got together and drew up an amendment to Section 4,.8
Which he and they felt was an improvement. The language was on a land owner making
an election to use the underlying C-1 zone or the incentive zones Cl-Sv, Cl-o. He
read the amendment which is attached. He added that this would replace entirely
Section 4.8. Dick Terry further s tal:ed that they are taking nothing away from the
old C»Z. If you want to use it you can., but you can't mix n' match. He asked if
there were any questions.
Attorney Sweeney in the audience asked if it only applies in that area - the vil.lagem-
or to any other area' in town. Brian Barber said it only applied to the areas in th.e
village,
Briar Barber wen-' on to another amendment that would extend the R-4 area, on the west
side of C--1, down to Whitings Rd. The first time it wash't included as there was a
bdivision already Rayed out there, but 'now it's apparent that the owner is going to
f R--4
'andon the subdivision and he felt it made sense to include this area as parr 0 +
