MINUTES OF THE
MEETING OF THE-
PLANNING BOARD
DATE: January 3, 1979
TIME: 7:30 P.M.
In attendance were: Richardson Jonas, Harold Collins and Donald Blakeman.
Absent were: Thomas Bourgeois and Earle Marsters. Also in attendance was
Philip Holmes,
Mr. Holmes brought the new zoning map to be signed - it will then be sent
away for copies to be made. He also brought a-copy of the road map and mentioned
that some names are different on the old map and the new map. He will bring back
the road map after looking at Mr. Collinst road cards.. New zoning map signed by
Mr. Jonas, Mr. Blakeman and Mr. Collins, leaving two spaces at the top for the
signatures of Mr. Bourgeois and Mr. Marsters.
Mr. Blakeman talked about the open space map, saying that Deirdre Greelish
had given him something before she left and it doesn't come out the same - she
left him an entire breakdown,. spelling out the legend. There are 52 items on
her list and only 46 on the map. The map shows public and quasi-public recrea-
tion and/or open land in the town - the legend identifies the owners. Mr. Blake-
man mentioned the possibility of doing an overlay onto the new .zoning map. Mr.
Holmes said that he would have to check with the printer and see what they could
dol- maybe the map could be made the same scale as the open space map, thereby
enabling the Board to do an overlay. Mr. Blakeman said he was hoping that the
Planning Board could utilize the two together. He also said that he thinks that
we, as a Planning Board, should know how many lots there are in town.
Mr.. Jonas said that he thinks it's more important for the Assessors to have
it than the Planning Board, Mr. Blakeman said that you can go through and count
up on all the subdivision plans, but the Assessors know if a building permit was
issued on them, adding that the Assessors are in a far better position to do it.
He further said that the Planning Board should request the Assessors do .it per-
haps it could be run off on their computer. Mr. Blakeman also said that when we
went in to re-zone the town, he was surprised someone didn't ask 11why" and "how
many lots do you have in the town ready to roll?" If the suit were over tomorrow
and this town started graving and people started to build, this could be useful
information. He further said that if you have 2000 lots, you're not going to have
2000 buildings in a year. You have all those ANR's that could become lots over-
night.
Mr. Holmes said that it would be kind of a complex job - the .Assessors might
not know anything about the road construction, etc. At this juncture, Bob Graham
came in and Mr. Blakeman explained to him about knowing about how many lots there
are in the town ready to go after the suit is over, adding that Mr. Graham would
know whether the roads are in because the Assessors assess them accordingly.
Mr. Graham said that he wouldn't know what to do short of making a major pro-
ject of counting every lot. Mr. Blakeman said that the Assessors have it all com-
puterized. Mr. Graham said that he would check on it. Mr. Blakeman said that
somebody in town has to know how many lots there are in town, for general planning,
