11
Community Preservation Committee
Minutes
December 8, 2022
Dayid uinn.Housing Assistance Corporation of Cape Cod HAC).,and Preservation of
Affordable HousinLJOAH jJLeClair Ville Affordable Rental Housi
Arden Russell recused herself from voting on this matter. Dawn Thayer, Vice-Chair presided.
David Quinn,Housing Assistance Corporation was in attendance to update the Community
Preservation Committee on the pricing options to add a playground to the project.
Playground estimates range from $50,000 to $300,000. Pricing is for equipment and installation
only. It does not include surfacing materials such as curbing, mulch, site pad preparation and
fencing. Other considerations include trash receptacles and benches.
After review, it was agreed the CPC would withdraw the suggestion for a playground at this
time. There is a consideration to support a playground in the future with contributions from
HAC/POAH and/or outside agencies.
In other business,Mr. Quinn made note of a typographical error in the budget sources section of
the application which incorrectly lists the total sources of funds as $25,692,976. The correct
total budget sources are $23,692,976.
With CPA funding in the amount of$500,000 to fill the gap,the project is fully permitted and
ready to break ground.
Regarding the stipulation for local preference. This initiative is required to be approved by
DHCD. The Housing Assistance Corporation and POAH are supportive and would advocate for
these preferences.
Motion made by Mr. Hyde to approve and recommend to the May 2023 Special Town
Meeting, the LeClair Village Affordable Rental Housing project in the amount of$500,000.
Funding shall derive from the Undesignated Fund Balance. With the stipulation the
project would have local preference pre-approved by DHCD.
Motion seconded by Mr. Larkin.
VOTE: Unanimous. 6-0.
Roll Call Vote:
Ms. Russell, absent Mrs. Thayer, yes Mr.Hyde, yes Ms.Waygan, yes
Mr. Larkin, yes Ms. Barbee, yes Mr. Smith, yes Opposed, none
