Town of Mashpee

16 Great Neck Road North
Mashpee, Massachusetts 02649

BOARD OF HEALTH – PUBLIC SESSION
Mashpee Town Hall – Waquoit Meeting Room

Minutes of the Meeting of May 20, 2021

Board Members Present: Member Absent: Also Present:
Brian Baumgaertel, Chair Glen Harrington, Health Agent
Ernest Virgilio, Vice-Chair
Kripani Patel, Clerk

Chair Brian Baumgaertel called the meeting to order at 7:02PM and stated for the record that Board
members were participating remotely.

OLD BUSINESS

1. 257 Monomoscoy Road. Mr. Harrington commented that the certified mailer had not been
received by the owner and the first class mail was not returned. The buyer of the property will
receive an order letter as well. Mr. Harrington will move forward with the order letter to new
owner. As they purchased the property, they now own the problem. They bought an out of
compliant property that has a cesspool. There is an existing template that can be used to draft, as
this issue is not new to us. The Board of Health has full right jurisdiction to send a letter to the
new owner because it is in violation. Letter will go out and he will provide an update at next
meeting.

2. COVID-19 Update. Mr. Harrington commented that the following actions are completed or
ongoing: Ms. Willander continues with conference calls, a new Administrative Secretary has been
hired, the department is back at full strength. They remained up to date on local and regional
cases, including P1 and B117 variants. There were vaccination clinics with the Fire Department,
Community Health Center, VNA, schools, and Town Manager’s office. DESE guidance for in person
learning was discussed. Current on Governor Baker’s latest timeline for reopening. Status of mask
mandate and mandatory safety standards. Provided key dates to local business and timelines for
reopening. Responded to variety of inquiries relative to the reopening timeline, pools, retail,
senior events, hair salons, residential and day camps, music performances, etc. Participated in
meetings for Council on Aging reopening plan. Reviewed and commented on Reopening Plan for
Public Library. Provided guidance to Town Manager’s office for in person meetings and
commented on status on expanding outdoor seating at restaurants.

3. Discussion of COVID Vaccination Plan. Mr. Harrington commented that in regard to the COVID
th
update, the biggest news is the May 29 date to end mask requirements and social distancing.
All sector-specific guidance will be rescinded, meaning no occupancy limits, gathering limits, 90-
minute dining requirements, logging in participants for contact tracing, travel orders to
quarantine, restrictions on music and performances, etc. There are still requirements for mask
use in several situations including healthcare settings, in schools and in public and private
1
