transportation. The State has lifted the restrictions but they have reserved the right for the locals
to impose their own restrictions if need be. Will the board entertain continued mask requirements
or gathering limits?

Mr. Baumgaertel would like to have guidance from what other towns are doing?

Mr. Harrington noted Ms. Willander participated on the Cape conference calls, two calls asked if
there were plans to enact own regulations and her answer was not at this time. No one else is
looking for additional requirements from Cape Health Agents.

Mr. Baumgaertel stated he would like to start reopening things carefully with an eye for protecting
some of those more sensitive populations. Mask advisory is not recommended. Someone who
refused vaccination won’t wear a mask. What does everyone else think, end of masking?

Ms. Patel’s biggest concern is tourism. At the end of the day people will still practice mask
protocols, quarantining to an extent. We will respect all people.

Mr. Baumgaertel would like to keep an eye on the numbers, if things go south. Every hotel is sold
out already. It will be a busy summer.

Mr. Harrington questioned the requirement for remote meetings. Will the Board still require all
meetings to be remote or can the meetings return to in-person?

Mr. Baumgaertel noted there was an end to the emergency order. All open meeting law changes
were based on that order. With that gone, he is unsure if Zoom is recommended anymore.

Mr. Virgilio does not like the meetings starting at 7:00p.m., especially during the evenings with a
hefty agenda. He cannot commit to that late start time. He will make a proposal to start the
meetings earlier when they are back in person.

Mr. Baumgaertel would also propose an earlier meeting.

Mr. Harrington stated Thursdays are his days he gets most accomplished on Board items. He will
try to shift his schedule to do it, every week it’s impossible with the volume of work. He can
identify a different day earlier in the week if he needs to prepare.

Mr. Virgilio advocated to give Mr. Harrington ample time to meet deadlines.

Mr. Harrington will allot a two week closure of their agenda. This gives an extra week to get things
ready for the meeting.

Mr. Baumgaertel is in support of that change, and if something absolutely needs to be on the
meeting they can look to the Chair to complete that.

Mr. Harrington noted the engineers need to know to do abutter notifications. They are the ones
affected on the schedule change. Others only doing one time applications aren’t going to be
bothered. People who have their own customers to service need to get proper notification. If we
set a date when we want to go to the 5:00p.m. time frame, then he will do a two week period for
agenda closure. He also needs to find a conference room to ensure there isn’t any conflict. There
2
